Producer services in urban agglomeration of the city center distinctive performance is appearing very concentrated and relatively perfect gathering area, forming the central business district of the city, such as the experience of New York, London and other cities show that the development of producer services agglomeration quick push urbanization and urban economic prosperity, Therefore, the analysis of producer service agglomeration and agglomeration efficiency in regional urban city such as Tianjin will pose an important theoretical value and practical significance.Based on the industrial agglomeration and urban economics and other related theories, explore producer services agglomeration and urban economic development. Data Envelopment Analysis(DEA) output-oriented BCC model variable returns to scale efficiency analysis of agglomeration in Tianjin city during 2010-2014 production service, estimates the agglomeration efficiency of producer service of four urban cities as Beijing, Tianjin, Shanghai and Guangzhou, it shows Tianjin producer services agglomeration efficiency DEA invalid on 2010, 2011, analysis showed that this year in Tianjin producer services agglomeration technically valid and invalid on the scale, Tianjin producer services agglomeration efficiency DEA are valid average on 2012--2014, Tianjin producer services agglomeration DEA technical efficiency is weakly active.as well, the introduction of DEA super-efficiency model final comprehensive evaluation analysis and draw conclusions that even in producer services agglomeration has achieve an effective state, the gap between Tianjin and Beijing is still a wide gap, so Tianjin producer services agglomeration efficiency still have a lot of room to improve.Finally, this article thinks that producer service of Beijing and Shanghai have achieve a higher degree of concentration, obtain a higher agglomeration efficiency also. while the higher degree of concentration of producer services year of Guangzhou and Tianjin, they did not receive the agglomeration efficiency. Tianjin should strengthen policy guidance, to strengthen regional economic cooperation; encourage productive social involvement of private capital in the producer service sector, liberalization of market access, and create a fair competitive environment; sound fiscal policy, infrastructure construction; strengthen intellectual property protection and development of qualified talent.
