Chinese Agricultural Subsidy Policy Study Based On The Perspective Of The WTO "Green Box"

"Green box" measure is under the framework of WTO domestic support part of the core content, from WTO members to reduce the commitment control and therefore it is an important means of development of modern agriculture in the world. Although, with China’s economic development has entered the middle stage of industrialization, have the economic strength of industry nurturing agriculture and enough government attaches importance to, agricultural subsidies facing good environment for the development of domestic, however, from the point of view of international environment, China’s agricultural subsidies in the new stage of development is facing a complex of unfair competition environment. Also China’s "green box" subsidies in scale, structure, operation mechanism, there is a problem, and is influenced by interest groups.This paper on the "green box" subsidies related concepts and theoretical basis of systematically, has carried on the comprehensive analysis of China’s "green box" subsidies system. In the United States, the European Union, Japan, India, Brazil and other countries "green box" subsidies situation to conduct a comprehensive analysis, and China’s "green box" subsidies for the implementation of detailed and comprehensive comparison, hope that through a comparative study, from Europe, the United States, Japan and other developed countries and India, Brazil and other developing countries of the "green box" policy on the use of certain experience. Also, this paper constructs a bivariate VAR model, unit root test, co integration test, Granger causality test, on China’s "green box" subsidies for farmers income effect were evaluated. This paper hopes through qualitative analysis and quantitative analysis combination of proposed in line with China’s actual situation, with Chinese characteristics of the "green box" subsidies for the development of ideas, and effectively improve the level of China’s agricultural subsidies, optimize the structure of agricultural subsidies in China, in the international competition in the active position occupies, so as to provide ideas to solve the "three rural issues".
