Research On Building The Logistics Alliance Of Railway "Door To Door" Transportation

With the continuous construction of the railway passenger dedicated line and the deep-going of the reform of railway freight, the railway enterprise has put forward the "door to door" logistics service in order to expand the service chain and improve market share, Railway "door to door" transportation logistics alliance is a new kind of organization mode, It is an effective means to integrate logistics resources and to improve the efficiency of logistics services, as well as an effective means for the transform from railway transportation to modern logistics. The establishing process, operation, management, partner selection and resources integration of the railway "door to door" transportation logistics alliance are the key problems affecting alliance success, which worth our in-depth analysis and research.This paper mainly studied the following content:(1) Based on analysis and research of the related concept about railway "door to door" transportation and logistics alliance, the paper proposes five stages of railway "door to door" transportation logistics alliance construction, including logistics market assessment stage, stage of early internal planning, joint planning stage, alliance running-in stage and the improving stage. (2) Design the organizational structure, including sales department, railway transportation department, logistics department, finance department, supervision and inspections department, study and communication department, equipment department, information center and based on this, the operation flow of the alliance is designed. Finally, the paper analysis the management content of alliance from the aspects of conflict and risk. (3) Focuses on the choice of alliance partners, the paper introduces the process of alliance partner selection, constructs partner evaluation system which including ability, cost, risk, quality of service and innovativeness, Then employs entropy-PROMETHEE method to evaluate alliance partners, Finally, constructs an example to verify it. (4) Due to the reasons that the essence of railway "door to door" transportation logistics alliance is to achieve the logistics resources integration about "door to station" and "station to door", the paper first analysed the connotation, principle and influencing factors of the integration of resources and then built the resource integration model considering convergence of the cost and the time, which regarded the minimum cost as objective function, and the time, quality and penalty value as constraint conditions. Finally, designed the genetic algorithm to solve the model and construct an example to verify it.According to the actual situation, the paper proposes logistics alliance mode to develop the "door to door" railway transportation, and gives a detailed description about the construction of the alliance, Then, evaluates alliance candidate partners with the entropy weight-PROMETHEE method, Finally, constructs the integrated model of logistics resources on both ends of the alliance and designs the genetic algorithm to solve the problem. The research has certain practical significance for railway to develop the "door to door" transportation.
