The headquarters of the enterprise group is the key of the whole group. Reasonable and effective organization of enterprise group headquarter is not only concerned with the long term performance of the group, but also concerned with the group survival and continued-development. Hence, Studying organizational structures of group headquarter has important significance to achieve the scientific, standardized and modernized management, and to promote enterprise economic benefit.The content of organization structure design generally consists of framework design, function design, coordination design, normative design, personnel design, and incentive design. This dissertation focuses on China railway J group headquarter and explores the organizational structures of group headquarter using case analysis based on the theory of enterprise group headquarter organizational structure mode, value chain, control mode, contingency theory. Department design and its responsibility design in headquarter of China railway J group is investigated in the aspect of functional design. The mode of centralization and decentralization of headquarter of China railway J group is discussed from the perspective of control mode in the aspect of framework design. Functional orientation of headquarter is considered in the aspect of coordination design. The content and conclusion are as follows in this dissertation.Firstly, the evolution process of organizational structure is hackled from the time dimension and the structure situation of group headquarter is descripted. Some problems of organizational structure of group headquarter including unclear power and responsibilities of management structure, function disorder of group headquarter, unclear power and responsibilities of parent-subsidiary corporation, development strategy mismatching control mode.Secondly, the basic activities and ancillary activities of China railway J group are analyzed using value chain after the main business process is established. It is founded that the ancillary activities of group headquarter lies in the scope of functional management. Hence, China railway J group headquarter should have the function of strategic decision, operation Monitor and service support, and it should be the center of strategic management, investment decision, financial fund management, supervision audit management, human resource management, technology development. Strategic design and strategic control are determined as the control mode of China railway J group after leadership management requirement, the similarity between business and product, the degree of intervention management are considered under the guidance of the group control model according the principle that strategic decides the control mode.The matrix of main business control mode of China railway J group is established after the consistency between the business and strategic and business maturity are treated as matrix dimension. Management control of branch company is determined combining the main business of branch company. The foundation of structure optimization design is analyzed from the perspective of the effect enterprise environment, strategic, technology on the department. The prioritization scheme of adding real estate department and international department and merging similar department is proposed combining the operation problems of China railway J group. The function of department in group headquarter is optimized.Lastly, the implementation plan has five steps and some measures are put forward from the aspect of organizational guarantee, system guarantee, full participation guarantee and communication mechanism guarantee in order to ensure successful implementation of optimization scheme of China railway J group organizational structure.
