In 2004, the State Council issued the Decision of Deepening Reform and Being Strict with the Management of Land, in which clearly stated the encouragement of land consolidation in rural construction and the increase of urban construction land to the reduction of rural construction land should be linked. Since then, China began to carry out the pilot project on the linking of the increase of urban construction sites to the decrease of rural construction sites. Although it has been more than ten years since the coming up of the decision in 2006, this work is still at an exploratory stage. Many experts and staffs of relevant departments did researches on this project in theory and practice, but these researches mainly focus on the feasibility analysis, the significance of implementation, the problems in implementation and the operation mode of certain projects. But there are lacks of researches on the benefit evaluation especially the benefit evaluation after the project. Benefit evaluation of a project is a comprehensive summary of project activities, through which we could get the answer of whether the project achieve the desired effect or not. Therefore, only when we strengthen our research of benefit evaluation, can we summarize the experience of the project, and can the project become the driving force for economic and social development.Based on careful study and research on benefit evaluation after after the project, this thesis fully learns from the method of the benefit evaluation after rural land consolidation and takes the case study of Zhuzibu Project of Zaozhuang as an example. This thesis begins with the background and meaning of the selected topic and puts forward the shortage of cultivated land resources as well as the low rate of utilization in rural construction. Also, this thesis lists researches in relevant topics at home and abroad. Secondly, this thesis further explains the mechanism of the linking of the increase of urban construction land to the reduction of rural construction land, work tasks and concepts and methods of benefit evaluation after the project. And this part lays foundation for building a reasonable evaluation system in the following parts. The third part fully explains the principles of selection, the principle and steps of building systems, the identification of index and the calculation of scores. On choosing evaluation methods, this thesis takes the fuzzy comprehensive evaluation method to do the benefit evaluation after the project. The forth part takes the Zhuzibu Project of Zaozhuang as an example. Based on the content and current situation of the benefit evaluation after the project, this thesis builds the the identification of index from the economic, social and ecological aspects, and uses the fuzzy comprehensive evaluation method to evaluate the project. At last, this thesis makes some suggestions on improving of the evaluating system on the purpose of making it more effective, more targeted and more feasible so as to promote the implementation of the other projects and benefit to the increase of economics and society.
