The total amount of urban and rural construction land should be strictly controlled,and within the scope of this land use type,city construction land increasingly nervous,but there have a serious waste in rural construction land,which is the serious challenges in the aspects of land use in China.The purpose of the policy that urban and rural construction sites linked is to combine the urban construction land with the rural construction land,and this policy can not only alleviate the tense situation of the city construction land and revitalize the rural construction land,but also improve the environment of rural living and speed up the land market in the process of unified urban and rural construction.With the development of social and economic conditions in An Ze county,the phenomenon that the urban construction land is in short supply and there is a serious waste of construction land in the vast rural areas appears,and this provides a prerequisite for the implementation of the work.At the same time,the implementation experience of other regions can provide reference for the implementation of the policy in An Ze County.In what kind of conditions to guarantee the smooth implementation of the policy of urban and rural construction land linked is worth pondering.The increasing demand of land for urban construction and the serious waste of land for rural construction can provide the realistic conditions for the combined work in An Ze County,and the work in other areas can provide the experience for Anze County.This paper discusses in three aspects: relevant policies,urban and rural development,the willingness of farmers to participate.At the same time,analysis of what conditions can promote the implementation of combined policy.Through the analysis,the following conclusions are drawn: Firstly,from the policy perspective,the implementing condition of urban and rural construction land sites combined to change is mature,the registration and certification of the rural homestead right verification work is the foundation,and to improve rural living environment and to establish a unified urban and rural construction land market is its derivative effect.Secondly,from the perspective of urban and rural development,the urban construction land is short,in the next few years,and it needs to have enough urban construction land to respond to the needs of economic development in Anze county,while the rural construction land waste is serious,the theoretical potential of rural land consolidation is at least 365.24 hm2,accounting for 40.92% of the existing rural land area,which shows the possibility of urban and rural construction land hook to achieve greater.Lastly,from the perspective of farmers' willingness to participate,69.2% of the farmers choose to move,which fully shows that the relocation of farmers is strong,eager to change the current living conditions.And most of the major concerns of the relocation of farmers is whether the implementation of the work,there is no stable social security,arable land is able to continue to cultivate,this is mainly by the farmers have been living in rural areas,vocational skills is low,they can only rely on the protection of arable land and homestead and other reasons.Therefore,if the government can solve the problem of social security and local conditions to organize farmers skills training,to remove the worries of farmers,urban and rural construction land sites combined to change policy will be able to successfully carry out.This article believes that the smooth implementation of the policy of urban and rural construction land sites combined to change should be done in the following aspects: First,increase policy advocacy efforts,so that farmers fully understand the implementation process and benefits of the policy,the spread of national land conservation and intensive use of the concept,so that farmers consciously practice.Second,understand the status of urban and rural development,the correct measure of urban and rural construction land indicators.Third,fully respect the wishes of farmers,policy development before research,fully understand the idea of farmers to solve the apprehension of farmers,so that farmers fully enjoy the benefits brought by the implementation of the policy.
