| As an important industry of high technology industry.With the development of economy,the progress of technology and the improvement of health needs,pharmaceutical manufacturing industry is developing rapidly. Three economic circles in China have a good condition in pharmaceutical manufacturing industry development,higher than the national average and have a outstanding innovation activity.They played a very good leading role in the development of our country medicine manufacturing industry.Therefore, the ten provinces as a case in three economic circles has the very well representative to research medicine manufacturing industry in china.The paper briefly reviews the theories about the efficiency of technological innovation and evaluating the content and methods of technological innovation efficiency. According to characteristics of pharmaceutical manufacturing industry, this article analyses the influencing factors on technological innovation efficiency by some economic theory.Basing on the existing technological innovation efficiency evaluation index system,this paper builds a new evaluation system about pharmaceutical manufacturing technological innovation efficiency from the perspective of input and output. Then the paper uses DEA model to measure and evaluate the efficiency of technological innovation in ten provinces and cities of the three major economic circles in 2013. According to 2003-2013 data of three economic circles,uses Malmquist Index Approach to analyze dynamic measurement on technological innovation efficiency. From the dynamic change of the year, the dynamic changes of the provinces, the dynamic change of the three major economic circles to explain the analysis of three aspects of dynamic change. On the basis of theoretical study and technological efficiency evaluation,uses random effects regression model of panel data to research the influencing factors on technological innovation efficiency of pharmaceutical manufacturing. Finally,the paper puts forward many targeted policies and recommendations.By analyzing the three major economic circle pharmaceutical manufacturing technical innovation efficiency factors,we can conclude:Intensity of R&D investment, R&D input intensity, industry growth ability and increase proportion of foreign investment are help to promote the technology innovation efficiency. Market concentration and government support, which is no significant influence on technology innovation efficiency. According to the above conclusion, I put forward the relevant policy recommendations. Firstly,company should establish an effective input mechanism, optimize the structure of R&D input;Secondly,Firm give full play to the research and development personnel,reduce the idle human resources;Thirdly,we should not only attach importance to scale also attaches great importance to the efficiency, so as to improve the efficiency of industrial concentration and scale;The fourth, enterprise need strengthening the management of foreign investment and opening to the outside world as a whole and protecting market;Last but not least the government should not be excessive intervention to ensure that the enterprise innovation main body status. |
