The networking industry as the emerging information industry, its application is very extensive. At the beginning of the 21 st century, the networking industry has been attached great importance to by many countries all over the world. The United States has the concept of “ industrial Internet”, the EU has been introduced about the things of the policy,Japan has the “u-japan” plan, South Korea has the “u-korea” program, the German government put forward concept of industrial 4.0, the networking industry is listed as strategic emerging industries in China, and so on. The proposed strategic plan has undoubtedly proved to us that the networking industry has special strategic significance on the economic development of all the countries in the world.In order to walk this path that “use informatization to promote industrialization and use industrialization to promote informatization”, which is a new road to industrialization,in order to speed up the transformation of the mode of economic development, foster future economic growth, China actively push the networking industry development when developing the industrial economy. China’s IOT industry scale reached the 6558 billion yuan in 2014. Our country’s industry cluster has formed four clusters,including the Yangtze River Delta, the Pearl River Delta region, the Circum-Bohai Sea region and the Midwest region. Cluster effect appears. China’s networking industry develops rapidly, but we have to recognize a fact that the networking industry clusters are still in the birth of life cycle Stage, its development has many bottleneck problems, such as between clusters the development is not balanced, lack of talent. The research on networking industry cluster competitiveness will help us to find a suitable way to promote the competitiveness of the internet of things industry, which can further the pace of it’s development, promote the upgrading of the industrial structure adjustment, inject new impetus to economicdevelopment, enable our country to keep up with the trend of the times, gain the initiative in the development of the Internet of things and strive for more initiative.Through combing the domestic and foreign scholars’ study on competitiveness of the networking industry, this paper bases on the GEM model which analyses the competitiveness of networking industry clusters, then improve the model and build a suitable evaluation networking industry cluster competitiveness model-G2 EMN. Then using this model to establish the evaluation index system of the networking industry cluster’s competitiveness. Then using gray relational analysis method for empirical analysis of the data of Beijing, Shandong, Shanghai, Jiangsu, Guangdong, Fujian,Chongqing and Sichuan. At last, this paper found that there are five factors influencing the networking industry cluster competitiveness, which are the intranet, suppliers and Enterprises, foreign market, government planning and firm structures and competition.According to the needs of the development of industrial clusters in IOT, this paper proposed four suggestions to enhance networking industry cluster competitiveness in the short term, respectively is: establish the Networking Industry Association; cultivate leading enterprises, improve the industrial chain; open up foreign markets; the government should formulate plans for the development of the networking industry and support more funds.
