Research Of The Pilotage Service Supply Within Jiangsu Section Of Yangtze River

Since the reform and opening up, ship pilotage as a important service industry of China’s shipping economy and port industry has been playing a active role in supporting the development of water transportation economy, ensuring the efficiency of ship turnover as well as creating a good public safety order on the waterway. However, with the development of the socialist market economy with Chinese characteristic, government reform and further opening to the outside world, there are many problems existing in the ship pilotage industry’s supply machanism, management system and production mode, which not only have decreased the efficiency of resource allocation and restricted the development of modern shipping service industry, but also have increased the instability factor of the public safety on the waterway.By deep analysis of the pilotage service supply within the Yangtze River of JiangSu section and the management mode under the current system,this paper attempts to discuss the drawbacks existing in the field of the ship pilotage industry and explore countermeasures which are more consistent with economic efficiency and the public interest.First, starting from the origination of the ship pilotage service industry and its historical evolution, this paper states the management system and machanism of the existing pilotage service within the Yangtze River of JiangSu section and the classification and characteristics of the pilotage service, and it analyzes the quantity and quality, efficiency and benefit, management and performance of the pilotage service supply.Second, this paper makes an analysis and orientation of the nature of the pilotage service industry by applying the public management theory.lt refers to related articles in this field. Combined with investigation, survey, visiting and statistical data analysis, it sums up the drawbacks existing in the pilotage service supply within the Yangtze River of JiangSu section under the restriction of the current system.Then, from different perspectives, for example, the rights, functions and responsibilities of the interested parties such as government, enterprise and pilotage service agency which provide and consume the pilotage service is not clear, laws and regulations are imperfect, supply machanism is unscientific and so on, this article analyzes the causes of many problems existing in the pilotage service supply within the Yangtze River of JiangSu section under the current management system.In the end, combined with the experience of the pilotage service supply in the developed countries and areas of the world, this paper attempts to put forward some system and machanism of improving the pilotage service supply within the Yangtze River of JiangSu section and conresponding countermeasures.
