As the basis of production operation,safety problem has always been a focus problem,port operations is no exception.Xiamen Port has more than 400 ships and 850 related businesses.The cargo throughput were rising year by year.According to the statistics in 2015,the port of cargo throughput of Xiamen port has exceeded 210 million tons,container throughput was reached 9,000,000 TEU,and the growth rate is first in the country.Intensive vessel traffic has already threatened the safety of navigation,the ship carrying goods and passengers,once the accident happens it will not only cause huge economic losses,but also a direct threat to people's life.In the course of entering and leaving the port,the pilot has an irreplaceable role.The mathematic method is used to reveal the risk degree of the risk factors in the ship pilotage,and this will have great significant to protect the safety of pilotage,methodical order and environment protection.This article taken from the theoretical level,Risk of the Xiamen Port Pilotage was studied.This article continues the classic fuzzy comprehensive evaluation process: identifying risk factors — risk assessment — policy recommendations.Risk factor identification,the paper uses expert brainstorming method,and conducted a survey among Xiamen pilot station,captain,as well as other experts.This article used the hierarchy process and fuzzy comprehensive evaluation as mathematical methods.Based on Comprehensive analysis of the characteristics of Xiamen port,this paper combined with human behavior,manipulation of the body,as well as facilities,the target layer is subdivided into human behavior,pilotage ship property,transport supply,and thus subdivided into 15 sub-factors.On the basis of risk identification,Xiamen port risk index system and assessment model were established.In order to analyze the influence of human factors in a more detailed way,the questionnaire of the pilot behavior factors has considered three weather conditions,according to questionnaire we can obtain the corresponding judgment matrix,and then obtain how the weights are changed.It will lay a certain theoretical basis for further improving pilot safety,preventing the occurrence of shipwreck,and further enhancing the safety and security of the piloting work of Xiamen Port.
