The Influence In Logistics Efficiency Caused By The Linkage Of The Pilotage And The Port Area's Work

Logistics expense accounts for the considerable proportion in the international trade and the supply chain cost, and its service quality is gradually valued day by day. Therefore, to enhance its efficiency is advantageous to controlling the enterprise cost, and to promoting the development in the international trade and the supply chain.The statistics has indicated that over 90% of the international logistics are completed through the ocean-shipping transportation. Port plays a pivotal role in the land-and-water conveyance. Obviously it is an important link of comprehensive logistics chain. At the same time, the port construction's goal of the fourth generation has been promoted from the international shipping center to the international shipping and logistics center, which fully showed that the strategic status of ports has been strengthened increasingly.How to promote logistics efficiency and the service level of Shanghai Port and enhance its competitive ability is of the most emergency due to the intense competition among international pivotal ports.However, Shanghai Port's natural condition is congenitally deficient. Therefore,Shanghai Port need to find a solution in which its superiority must be fully displayed and at the same time, its negative influence caused by inferiority need to be weakened by enhancing port area's efficiency to strengthen the function of service shipping and service logistics, and its competitive ability.This study,based on the combination of the theory and practice is carried out by the following methods of investigating, summarizing, exploring, and researching:1. Analyzing the relationship between the port area's work and logistics efficiency by using the integrity theory of Management;2. Researching necessity to enhance the port area's efficiency by the way of SWOT;3. Exploring the ways to improve the port area's efficiency by using the theory of the system's engineering project and reviewing the efforts achieved by Shanghai port;4. Summarizing the pilotage work rules of the Waigaoqiao port area, and investigating its situation of work plan and control, and based on these, analyzing the unfavorable conditions together with the loss of performance for logistics caused by not taking pilotage rules into account carefully in the port area's work;5. Putting forward the linkage strategy between pilotage and the port area's work: the pilotage rules should be comprehensively considered in arranging ships berth plan-the five-day plan and diurnal plan-and the work control. Personnel in the port area can control the dynamic state of ships entering the port by AIS-Automatic Identification System through the network; In view of practice, the linkage between the pilotage and the port area's work can improve its work connection, which makes many port areas'resource distribution in wharfs become positive, not passive. Therefore, in a sense, enhancing the port area's efficiency can make logistics efficiency enhance.6. Whereas the large computation quantity in mensurating the pilotage rules,I did a"pilotage rules analysis system"in order to help the port area to do decision-making of work plan and control.This research aims at providing new thinking and ways to enhance the port area's efficiency and according logistics efficiency, hoping to offering some positive reference significance and instructive value for Port, especially for the Waigaoqiao port areas.
