Research On The Equipment Supervision Service Quality Improvement Of EPC Project For SEPCO2 Company

Equipment engineering has a large span of space and time, in various forms, rules, involving wide, professional and comprehensive, for a long period of time, personnel flow of large and other characteristics. If it is introduced into the equipment supervision, the behavior will specificate each project contractor contract performance, improve the quality of equipment, reduce project investment risk, improve the benefit of investment, constructing harmonious equipment project construction environment, and improve the satisfaction of project stakeholders. As comprehensive deepening of China’s reform,the equipment construction project will be more large-scale and the quality and safety of equipment engineering are the key factors to the success of the project. In case of quality and safety accidents, a large number of casualties and property loss will be caused. So it can effectively improve project quality and investment benefit to use the mode of equipment supervision system. Practice has proved that equipment supervision is the last line of defense to protect the quality and safety of major equipment engineering. In our country, equipment supervision system is a new project management system and the research of academic theory is not systematic and deep.In this paper, a systematical study, combining theory with practice, is adopted. With the equipment full life cycle, 6σmanagement, PDCA cycle, SERVQUAL model as theoretical tool, through analysis the current status of SEPCO2 company EPC general contracting mode equipment supervision, this paper finds the problems existing in management methods(management system, organizational structure and responsibilities, informatization, service quality evaluation and assessment mechanism, talents cultivation, corporate cultural development, etc.)of the company’s equipment supervision, analyzes the causes of these problems,puts forward the measure and suggestion of improving the service quality of equipment supervision.Since SEPCO2 company is in the transition period from power equipment installation enterprise to EPC general contractor, so its equipment supervision work grows from nothing, starts late and the work is weak foundation, small scale, not strong for the overall competitiveness, not high for social recognition. Meanwhile, it exists many problems that management system is imperfect, the equipment supervision service scope is narrow, the informationization level is not high, the service quality evaluation and assessment mechanism is not perfect, lack of the high quality talented person, the lagging development in service and so on.Through the in-depth study of the problems, it finds some main ways to improve the quality of equipment supervision service:First of all, establish and improve the internal system of enterprises for equipment supervision. With a perfect system and procedure, they can act according to the rules and have rules to follow. Second, strengthen the application of information technology, analyze the necessity of adopting informatization measure and clarify the contents and main steps of establishment of information system. Third, establish the supervisions, measurements and appraisals system for equipment supervision service, starting from the two aspects of the evaluation of the organization(internal measurements) and customer evaluation(external measurement), through the establishment of the supervision and measurement system forming operation mechanism, find out the service gap and implement improvement measures, to promote the supervision service quality. Fourth, personnel training and supplement, establish specialized equipment supervision team. Fifth, accelerate the socialization process of equipment supervision. Sixth, actively create the service brand of equipment supervision, analyze the reasons, identify gaps, implement equipment supervision measurement evaluation documented procedures and system, adhere to the continuous improvement, constantly look for ways to improve the ability and efficiency of equipment supervision service in order to promote the smooth realization of the project goal.
