Research On The Influencing Factors Of Seed Enterprise’s R&D Input In China

China is an agricultural country, as the most basic means of Agricultural production, seed industry is a national strategic and fundamental core industry of the vital relationship between national economy and people’s livelihood, the strength of the seed industry competitiveness is of great significance for economic development and the national grain security. Seed enterprise is the main body of the development of seed industry. Thirteen central files focus on agriculture continuously, put forward the basic outlet of sustainable and stable development of agriculture lies in innovation. Promoting the independent innovation ability of the seed industry quickly, strengthening the main body status of breeding innovation of enterprises and cultivating modern seed enterprises. With the development of knowledge economy, the ability of technological innovation become a key factor of enterprise and even national economic competitiveness, R&D is the main source of enterprise innovation, it is the most important source of forming the core competitive ability, it is the foundation of continuing to grow stronger. The number of seed enterprises who have business licenses is more than 5000, but the number of seed enterprises who have R&D ability is only about 100. Their scale is small; R&D initiative is low; and the R&D intensity of them is not high; R&D situation is not optimistic. What are the factors that affect seed enterprise’s R&D willingness and intensity?This paper is based on the background above, domestic and abroad research of R&D and related theory, its statistical analysis of the R&D current situation is based on data through the way of visiting and investigation by questionnaire. Using the data of 172 samples and the binary Logistic regression model to analyze the influencing factors of R&D willingness; using the data of 91 samples and the multiple linear regression model to analyze the influencing factors of R&D intensity.This paper mainly draws the following conclusions: enterprise’s scale, policy of government subsidies, quality of employees, new plant varieties protection, export-oriented, preferential tax policy, regional factors and the state-ownership have a positive influence on R&D willingness; sales income, enterprise’s scale, preferential tax policy, new plant varieties protection, quality of employees and regional factors have a positive influence on R&D intensity, but state-ownership has a negative influence on it. Based on the statistical analysis of the current situation of seed enterprise’s R&D in china, the empirical analysis results of influencing factors of seed enterprise’s R&D willingness and the empirical analysis results of influencing factors of seed enterprise’s R&D intensity, put forward some countermeasures and suggestions to improve enterprise R&D willingness and increase enterprise’s R&D intensity. For instance, Strengthening alliance cooperation to expand the scale of the enterprise, breeding seed industry flagship, and giving full play to the large-scale enterprises in the main body position in the R&D activity; Expanding the scale of sales of the company and ensuring the sustainability of R&D; Attaching great importance to the investment of human resources, and perfecting the incentive mechanism; Using the location advantage of eastern reasonably, and encouraging enterprises to carry out cooperative innovation; Encouraging seed enterprises to go abroad and participate in global competition; Improving government subsidy policy, strengthening preferential tax policy; Strengthening the protection of new plant varieties, implementing the level of enterprise earnestly.
