Food, which people rely on to survive, see grain yield as its priority.China’s arable land is scarce, but its population is large.Food production is the basis of China’s national economy. In recent years, due to the international situation, the cost of food production in China has increased significantly.Meanwhile the income from food production has decreased, and farmers’ willingness to farm has also reduced. The fundamental reality of China is marked by a giant country with a small scale of agriculture.Farmers, whose interests in farming directly affect the grain yield, play a crucial role in food production.Accordingly, great significance has been attached to attract farmers’ attention on farm so as to secure the food safety. As one of the major grain producing areas in China,Henan province is pivotal in food production. This paper takes Suixian,or known as Sui County(a county in Henan Province),as example, and takes farmers’ willingness to farm as a starting point.Firstly,720 questionnaires were distributed in 18 towns and villages in Sui County, including 67 questions on individual characteristics of farmers, features of household operation, and those of the cost and benefit of grain cultivation, policy cognition, social cognition, skill training, arable land infrastructure and the market,so as to get a comprehensive picture of farmers’ willingness to farm in the area.By analyzing the survey data,we have a more comprehensive picture of farmers’ willingness to grow grain in Sui County.Secondly, according to the research data,a binary logistic regression model was applied to analyze the29 main factors affecting farmers’ willingness to farm, and 14 of them have been found important. They are grain production methods, prices of pesticides, fertilizers, seeds and other factors of production, complexity of land transfer, average land rent cost per mu,perception to agricultural insurance coverage, times of agricultural training attending, current grain market price, knowledge of grain cultivation subsidy policy, household operation scale, irrigation condition of cultivated land, satisfaction with grain subsidy policy, age, proportion of farm input to total household cost, and satisfaction with current cultivation scale. Finally, based on the analysis above, this paper recommends that we should improve the policy regulation mechanism, increase agricultural policy publicity, cultivate new agricultural operators, improve agricultural technology, and increase financial support for farmers.Hopefully, this paper will provide some suggestions on maintaining national food security and shed some lights on the researches concerned.
