Research On The Theory Of Economic And Social Harmony Development And Supporting System In Region

The relation between water resources and economic society is a microcosm of the one between human and nature, which is united and opposite. Water is the basis resources for the development of economic society while a series of water problems restricted the sustainable development of economic society, which caused by human growing interference with water, including water pollution, flood, drought. In order to break the water crisis and ensure water security, the relation of water resources and economic society must be coordinated, sustainable use of water resources and harmony development of water resources and economic society must be realized. The harmony development of water resources and economic society was an effective way to ease the contradiction between them at this stage and an important guiding ideology to correctly handle the relationship of human and water. Therefore, the research on the theory of water resources and economic society harmony development had significant and practical value for the harmony development in region. On the basis of analyzing on the relevant studies on the interaction and harmony development between water resources and economic society at home and abroad, this paper was carried out and the main contents include the following aspects:(1) Research on interaction mechanism of water resources and economic society.Water resources development and utilization as a link of water resources and economic society, interaction mechanism of both was analyzed. The impact of water on economic society was analyzed from the functional attributes and disastrous one of water, respectively; the impact of economic society on water was analyzed from the perspective of water resources development and utilization.(2) Research on the theoretical framework of the harmony development of water resources and economic society. Based on in-depth understanding related concepts of harmony development, the objectives and concepts of harmony development were determined, the technical methods of it were summarized as harmony assessment,harmony regulation, harmony balance. A more complete theoretical framework of the harmony development of water resources and economic society was presented.(3) Research on harmony assessment of water resources and economic society development. Firstly, the assessment districts were determined by water stress index.Then harmony assessment index system of water resources and economic society was constructed from water resources carrying capacity, water resources development and utilization and economic society development three criteria layers. Finally, their harmony level was quantized by using human and water quantitative methods.(4) Research on harmony regulation of water resources and economic society development. The general idea of harmony regulation of water resources and economic society was determined from regulation objectives, regulation guidelines,regulation principles and regulation methods 4 aspects. According to the relationship among assessment indexes, the quantitative relationship between the regulation indexes and their associated indexes were determined. The harmony regulation optimization model of water resources and economic society development was constructed, and single and multi-index association regulation methods were used to solve model to obtain the optimal regulatory scheme.(5) Research on support system of water resources and economic society development. From engineering support to non-engineering and compulsory to non-compulsory support, the support system was composed by management, legal system, economy, technology, publicity and education, water conservancy facilities 6parts.(6) The regional harmony development theory of water resources and economic society was applied in Henan Province. The harmony development degree of water resources and economic society was assessed in Henan Province and its 18 cities from 2000 to 2013. The harmony regulation was conducted from the industrial structure and water use efficiency in Henan Province. The results showed that: when the proportion of industrial output reduced by 6.1% and water use efficiency improved by 10%, the harmony development level of water resources and economic society of Henan province would be raised by 0.589 up to 0.650; Henan Province should develop water-saving agriculture, implement the most stringent watermanagement system, increase the proportion of tertiary industry and increase investment in science and technology.
