DTC Company Wind Turbine Euipment Internatiional Cooperation Project Management Investigation

With the development of society and economy, the human demand for energy is keeping increasing. With the increasingly exhausted conventional fossil energy, and the seriously environment pollution, the development and utilization of renewable clean energy got attention from people. Wind power generation acts as a stable, less-restrained, scale developmental energy, became the bellwether of energy structure adjustment in the world. Because the wind power generation has very long history in Europe, and the level of wind power generation equipment is quite high, Chinese manufactures of wind power generation equipments chose cooperation with foreign famous companies, to shorten the access period to wind power industry, promote their technology level.Since the practitioners of Chinese wind power industry have less international cooperation experience, and they want to occupy the market, a lot of issues exposed in the project management of wind power generation equipments. If the experience and lessons haven’t been summarized, the whole industry cannot benign development continuely. The Chinese wind power market will become inequality market, which just provide nutrition to foreign enterprises, consume its own capital, and withdrawn from the historical stage.This thesis treated the DTC’s international cooperation project of wind power generation equipments as the object of study. Through analysing on several projects, especially the offshore wind turbine cooperation development project from law issue, schedule plan, cost control, quality supervise, human resource, and communication managements and so on, to find the key issues and deficiencies. Combined with the theory and method of modern project management, this thesis provides the solutions and improve suggestions at six key aspects, they are prevention and control of law issue, setting the schedule and plan, control the project cost, using PDCA to do quality supervise, enhancing of human resourse management, constructing of communication and information platform.This thesis through case study, use the method of theory combining with practice to analyse issues, solve issues, to provide efficient method for wind power generation equipments international cooperation project management, either the one is under implementation, or will implement in future. The method will avoid the project issues, shorten the project period, promote the project quality, and reduce the project cost. It is expected that this thesis can provide some thinking for another companies in wind power industry, to improve their project management system.
