The global warming obtained the attentions of various countries .Continuing efforts were doing by all of countries for deal with global climate change. In 1997 passed the "Kyoto Protocol" in the Japanese Kyoto. Three mechanisms were proposed in the Protocol to help developed countries reducing the CO2 emissions. Through one of that three mechanisms Clean Development Mechanism (CDM), it is available for developed countries to get the certified emission reductions by develop projects in developing countries, meanwhile developing countries can obtain the fund and the advanced technical support, to achieve sustainable development. The protocol has come into effect on February 16, 2005. The wind energy is abundantly in the western of China and also is a recognized clean energy. It can reduce pollution impact to environment and have more benefits to local residents. Based on the analysis on Gansu Yumen wind farm project, conclude that it is feasibility to develop CDM wind power project in China's western. Proposed project will get about 102 thousands tonns CERs annually for its installed capacity of 49.3MW.Study on this case applying the incremental cost analysis approach, the reductions unit carbon-mitigation cost of the project is calculated and the result is 43.3 dollars/tCO2e. It is lower than wind power projects of other area and other renewable energy projects, so it has feasibility for development and more advantages than others. According to apply sensitivity analysis to carbon-mitigation cost, we conclude that the unit carbon-mitigation cost is impacted by construction investment cost. With the advancing of wind power technology, unit carbon-mitigation cost will maybe lower and lower. Respectively factor of construction investment, electricity generated annually and operation and maintenance cost is has no important affection to carbon-mitigation cost. All of the factors need to be considered to reduce unit carbon-mitigation cost. Finally, venture of the CDM project was assessed and give some preventive advice.
