The Research Of PPP Model On Squatter Settlement Project In Hebei

Squatter settlement is an important part of the social security system in China, which is also one of the important factors of social stability in China. But there are many problems in the construction and supply of squatter settlement in China. The main problem is that the construction funds are insufficient, the construction of public housing cannot meet the needs of squatter settlement. China’s squatter settlement construction needs a lot of money, but domestic financing channels are less than abroad, so to broaden the financing channels for squatter settlement construction is very important.PPP’s(Public-Private-Partnership) main feature is the introduction of private capital in public infrastructure construction field to solve the problem of infrastructure construction funds. At present, PPP model has not been applied in the field of squatter settlement in China.The author tries to analyze the financing situation of squatter settlement in Hebei. After that the author designs the TBOT model to participate in the construction of squatter settlement according to the situation of Hebei, and then give some suggestions.This paper is divided into six chapters:The first chapter is the introduction, which is mainly about the writing background and significance, the domestic and foreign research status, the writing process and so on.The second chapter is mainly about the related concepts and theoretical basis. This part mainly introduces the related concepts of squatter settlement, the related concepts of PPP and the theory basis for PPP participate the construction of squatter settlement.The third chapter is mainly about the present construction of squatter settlement and its financing situation. First this part is about the present construction of the squatter settlement of Hebei, then the financing model and its advantages and disadvantages. In the end, the author conclude that the squatter settlement of Hebei need large amount of money, but the supplies is insufficient and the the financing model is single, so we need broaden the financing channels.The fourth chapter is mainly about how the PPP participate in the financing of squatter settlement of Hebei. The author analyze the necessity and the feasibility of PPP participate in squatter settlement. Based on the above analysis, the author conclude three choices:Build-Transfer(BT), Build-Operate-Transfer(BOT), Transfer-Build-Operate-Transfer(TBOT)and the TBOT is the best choice for Hebei.The fifth chapter is the design of TBOT participating in the squatter settlement in Hebei.This can be divided into four stages: Project decision; Project operation; Project maintenance;Project exit.The sixth chapter is the last chapter. On the basis of the previous analysis, the security conditions of the success of application of PPP financing model are put forward. Suggestions about how the PPP can be better applied into the construction of squatter settlement include five parts: the government locate rightly it’s role; the continuous support of preferential policies; the interests and the risk sharing mechanism is scientific and reasonable; speed up the cultivation of professionals who are familiar with the PPP financing model; introduction of norms and incentives to encourage the TBOT model as soon as possible.
