With the continuous development of high and new technology in recent years, the Chinese government has paid enough attention to development of small and mid-sized enterprises(SMEs). The rapid development of Innovative SMEs increasingly reflects its strong vitality and shows its important position in the scientific and technological innovation in our country. As an important part of technical enterprises, Innovative SMEs have become the nucleus to promote national economy, deepen reforms and innovate science and technology, with its absolute advantages in the quantity. However, there are vast majority of Innovative SMEs which only pay attention to science and technology decisions and ignore Human Resources Management(the HRM). This problem leads to an inefficient HRM and difficult acquisition of information in human resources. It even becomes a stumbling block to the progress of the enterprises. So the HRM effectiveness of Innovative SMEs in our country should be improved.Based on the related theoretical research, this paper expounds the basic assumptions and basic train of thought about the HRM effectiveness evaluation of Innovative SMEs. Besides, based on the process of HRM, this paper analyzes in detail the specific factors which affect Innovative SMEs’ economic effectiveness, organizational performance and long-term development. According to those, it constructs the evaluation system of HRM effectiveness of Innovative SMEs, and finds out the current main problems of HRM ability of Innovative SMEs in Hebei province. Finally, aimed at these problems, this paper puts forward the corresponding optimized path. Through the intensive study of HRM effectiveness evaluation of Innovative SMEs, it helps to deepen and expand our country’s research of HRM theory of Innovative SMEs. At the same time, by using intuitionistic fuzzy analytic hierarchy process(IFAHP) to evaluate the HRM effectiveness, it helps to figure out the real level of HRM status of Innovative SMEs, and then, puts forward the corresponding solution and improves the HRM effectiveness of Innovative SMEs.
