As Chinese dairy enterprises accelerate its pace of development, more and more enterprises join in the industry, There is an urgent need of the new strategy to change t he status. Talent strategy, innovation and performance strategy can enable the enterp rise to be more competitive. All the management activities of companies,especially human resources management, are aimd to achieve corporate strategy and management goal fundamentally. The balanced scorecard in performance appraisal,methods of bojectives management are the most effective methods to implement strategic and scientific management. In this article,performance design of YL Raw Milk Company is taken as a representative of the enterprise performance evaluation system to be analyzed comprehensively.This paper firstly expounds the research on human resource management theory,which is the theoretical basis and technical guidance.Then research and analysis on the current situation of business personnel performance appraisal of YL Raw Milk Company, including YL company profile and the profile of raw milk division YL company; put forward the businese personnel performance appraisal status and the problems existing in the performance appraisal process. Analyzes the reasons behind performance management problems; finally optimize the business personnel performance appraisal system of YL Raw Milk Company; establish the optimal performance appraisal system and assessment process; redesign performance evaluation indicators, criteria and weight of the business department, to ensure the performance evaluation system are practical and proposes the problems which should be noticed during the implementation process. The countermeasures and suggestions for YL Raw Milk Company to optimize performance appraisal management pointed out in this paper,can be a significant reference to employee performance appraisal index for enterprises of other industries in china.
