The Study On The Green Development Index And Its Influencing Factors Of Regional Industry

Industry, as the leading of the national economy, determines the speed, scale and level of the modernization in the national economy. Under the background of energy crisis and environmental protection, how to develop in green ways have become an important issue in the national economic development. "Greening" has become the new norm and the new task of the economic development and promoting the new requirements of the construction of ecological civilization, after following the "four modernizations".The research content of this paper mainly includes the following 3 aspects.(1) Traced back the origin of green development, and put forward the concept, connotation and characteristics of industrial green development on the basis of summarizing the theory of green development. (2) By using the DEA-BCC model, the industrial green development index of 30 provinces and cities (except Tibet) in China was calculated and analyzed in 2005-2014.(3) This paper systematically analyzes the influencing factors of industrial green development, and puts forward TOBIT regression analysis on the representative index. Calculating the effects of economic development level, industrial structure, innovation driven and other factors on the regional industrial green development index.The research results mainly includes the following three aspects.(1) The concept of industrial green development is different from the concept of green industry and green growth. It refers to the premise of meeting the social demand, improving the input efficiency of industrial resources with the improvement of science and technology ability, at the same time, it can improve the quality of non expected output, so as to realize the coordinated development of industry and environmental protection, To achieve a sustainable development of a high-end industrial development mode.(3) The regional industrial green development indexes in China are different, the eastern region is better than the central region, the central region is better than the western region, but there are great differences between the regions. Regional industrial green development index and the scale of industrial development and the speed is not in positive correlation, also the same region in different years have greater changes in the index. Beijing, Tianjin, Guangdong and other regions have begun to realize the production of industrial green frontier.(3) In the aspect of influencing factors, the regional economic development level, the degree of opening to the outside world, the energy consumption and environmental regulation all have significant influence on the regional industrial green development index. However, industrial structure and scientific and technological innovation have not yet passed the significant test.In order to realize the positive interaction between the development of industry economy and the resources environment, to achieve sustainable development. At the end of the paper, the policy suggestions are made from the industrial chain, the industrial structure and the core elements. It also puts forward the feasible and pertinent policy suggestions to the industrial green development in regions, making an attempt to coordinate the development of the industrial economy and the resource environment.
