Evaluation Of Leading Agricultural Enterprises’ Capability On Leading Farmers

Leading agricultural enterprise is an important carrier in agriculture industrialization, playing an important role in leading farmers as well as agriculture and rural economy, In recent years, the central and local governments have developed a variety of supportive policies to encourage the development of leading agricultural enterprises. They hope leading agricultural enterprises to effectively linking farmers with markets and playing an important role to solve the "Agriculture, Countryside and Farmer" issues. However, when the governments choose leading agricultural enterprise to support, there is not a specific standard for leading agricultural enterprises’capability on leading farmers. Indicators are not clear and comprehensive enough. This problem has a certain impact on the effect of the government’s supporting policies.In academia, the researches on leading agricultural enterprises’capability on leading farmers was seldom, and most of the reseraches concerned about enterprises capability to increase farmers’ income, less involved with leading enterprises’function about to promote agricultural and rural. So, building a more objective, complete and operational evaluation model is very important. Evaluation on leading agricultural enterprises’ capability on leading farmers can help the governments implement supportive policies, thus make the leading agricultural enterprises make greater contributions to farmers, agriculture and rural economy.Therefore, the paper firstly define the connotation about leading agricultural enterprises’ capability on leading farmers, analyzed the leading agricultural enterprises’ operation mechanism in leading farmers, and then describe the status of leading enterprises farmers in Fujian Province. Secondly, the paper in the basis of literature and field studies, built an operational evaluation indicator system about leading agricultural enterprises’ capability on leading farmers. This evaluation indicator system has three levels, the first lever’s indicators contain the capability leading farmers, the capability leading agriculture and the capability leading rural; the second lever has eight indicators and the third level has twenty indicators. Third, based on the analytic hierarchy process and fuzzy comprehensive evaluation method, this paper built a comprehensive evaluation model to evaluate leading agricultural enterprises’ capability on leading farmers, and applied the evaluation model to evaluate three leading agricultural enterprises’ capability on leading farmers in Fujian Province. The results showed that the evaluationindicator system and evaluation model was scientific, feasibility and operability. Last, according to the results of theoretical analysis and empirical research, the paper put forward some relevant policy and recommendations, such as the government can build a evaluation mechanism on leading agricultural enterprise’s capability on leading farmers base on the indicator system and evaluation model, encourage enterprises to improve the benefit affiliating mechanism with farmers, guide the leading agricultural enterprises to improve their sense of social responsibility and so on.
