The Government Role In Hi-Tech Business Incubator Development Througn The Case Studies Of Guangxi

In this new era which features rapid development of technology, building an innovative country is one of the development priorities. The hi-tech business incubator, as an important carrier of innovation-oriented country, is facing huge challenges. This essay, based on 23 hi-tech business incubators in Guangxi, investigates into the circumstances and deficiencies by literature reviews, questionnaires and interviews, empirical researches, comparative analysis and other research methods. It aims at exploring new measures and change of the government role in hi-tech business incubator development through the case studies of Guangxi, which is of typical western region features.Firstly, this essay discusses the strategic significance of building an innovation-oriented country and the social value of hi-tech business incubators. Theoretically, it researches the related analysis of both domestic and foreign reviews on government role, revealing the significant role of government and comparing two incubators courses of America and China, and then it leads to the 6 predicaments of business incubator development in China:unitary investors, shortage of funds, unbalanced regional development and so on. Secondly, by analyzing the specific cases of development status of Guangxi business incubator, its problems, related measures and performances during "Twelfth Five Years" period taken by Guangxi government, it puts forward 6 measures such as adopting an optimized incubator layout, building sustainable development mechanisms, increasing tax support, and choosing multivariate investment strategies. These measures all aim at fulfilling government functions in incubator development. Finally, this essay arrives at a conclusion:the government plays a decisive role in the development of business incubators; the hi-tech business incubators work as indispensable carriers of innovation-oriented country; and the goal of innovation-oriented and the demand on rapid development complements one another. This essay further extends to the development priority of business incubators:leading institutional reform on public incubators, building a new pattern of private incubators as the base and public incubators as the supplement; establishing incubator industry organizations; improving a national incubator access system of high efficiency; and creating a great legislation climate on entrepreneurs.
