In China, Technology Business Incubator is established as a public service invested by the government. It is an important carrier for the government in carrying out the public service of incubating the entrepreneurship, and it plays a significant role in promoting the high-tech industrialization, the industrial restructuring, and the integration of economy and science and technology.With the implementation of the strategy of independent innovation and building innovation-oriented country, the government at all levels attach more and more importance on Technology Business Incubator. Building and developing Technology Business Incubator has become an essential part of"The National Mid-Term and Long-Term Science and Technology Development Plan"; it's not only an important measure for supporting the regional innovation system, but also the objective need for establishing service-oriented government. As an underdeveloped western region, relying on high technology to promote local economic development is particularly urgent for Guangxi, and it is more necessary to give full play to the role of Technology Business Incubator in promoting the regional innovation system. Currently the central authorities have introduced a series of policies and regulations to regulate and support the development of Technology Business Incubator, the local authorities also put in place a number of related policies and regulations compatible with local realities, so as to further standardize and refine the management and support measures for Technology Business Incubator. Drawing on the experience from home and aboard, the paper proposes the policy responses and recommendations on promoting the development of Technology Business Incubator, so as to encourage the formation of incentive mechanism motivating the sound development of Technology Business Incubator.
