After the reform and opening up, China’s economic development has made remarkable achievements. But with the growth of the economy, the phenomenon of income gap became larger and larger. Widening wage gap brings its own challenge to the steady development of our country’s economy and social harmony. Researching collective consultation on wages, employees’ rights consciousness and the influence of the wage gap is of great significance. To a great extent, workers’ rights consciousness affects the implementation process of the wage consultation on wages and the final result. So this article will use labors’cognition to collective consultation on wages as proxy variable of consciousness, trying to analyze the impact of collective consultation on wages’implementation to laborer’s rights consciousness the wage gap. So that we can get a better understanding and evaluation to the present situation and effect of the implement of collective consultation on wages.This paper firstly summarized the domestic and foreign related research of collective consultation on wages, and analyzed the achievements and deficiencies in the existing literature. By constructing a two side game model between workers and enterprises, we analyzed the economic interest relationship of both sides, and put forward the corresponding theoretical assumptions for the next empirical research. On this basis, this article has carried on the descriptive statistics to sample data. It used ordered probit model to analyze the laborer’s cognition about collective consultation on wages, as well as the factors influencing the cognitive degree to collective consultation on wages, and measured its marginal effect. Then through structuring a quantile regression, this paper analyzed the wage effect of collective consultation on wages under different quantile, and estimated whether existed differences in different regions and time by using CHOW test. Next, this paper analyzed the source and effect of the wage gap by using the method of static Oaxaca decomposition. Through the static measure, we mapped the wage gap to each influence factor, and measured the contribution rate of various factors.The results showed that, with the improvement of workers’education degree and position level, cognition degree to this institution has been deepened. A higher level of cognitive and strict implementation of this institution have a significant positive effect on growth of wages. In addition, the wages between Shandong province and Shanxi Province exist obvious structural differences. Finally, the decomposition result of gender wage gap shows that the overall characteristic difference has a narrowing trend. Market factors has significant positive effect to reduce the gender wage gap. The decomposition results of regional wage gap shows that the regional influence of collective consultation on wages is very small. As time is short and the other constraints of reality exist, the effect is not ideal.Based on the above research results, in order to improve the consciousness of workers in our country, narrow the gap in wages, get a harmonious labor relations, and promote the implementation of collective consultation on wages better, this article put forward related policy proposal from four aspects including individuals, enterprises, trade unions and the government. Firstly, the workers should improve their own quality and rights consciousness, raise awareness to safeguard their own lawful rights and use effective tools and channels to safeguard their legitimate rights and interests. Secondly, on the one hand, enterprises should improve their staffs level of education, provide necessary on-the-job training regularly, encourage them to apply continue education, improve their comprehensive quality, and further enhance their rights consciousness. On the other hand, the enterprises should make sure the participation of workers in the process of implementing collective consultation on wages. At the same time, enterprises should pay attention to build perfect trade union organization, strengthen the subject status of the trade unions, and improve the level of cognition and consciousness through unions. In addition, the trade unions should take related measures to strengthen its negotiation subject status. Finally, strengthening the government’s position and function is also important during the process of implementation. The government should actively promote the implementation of collective consultation on wages, and play a good roll of supervision. On the other hand, the government should cultivate high-quality workers’ representatives, enhance the ability of negotiation, and create a good atmosphere of negotiation. It also should perfect relevant laws and regulations to provide corresponding legal support for the implementation of collective consultation on wages.
