Wages are the main income of the masses, but also to maintain the survival ofimportant material guarantee. The private economy is not only account for a largeproportion in China’s economic, but also absorb the large number of workers, so thewages of workers of private enterprises can be guaranteed is directly related to China’speople’s live. Collective wage negotiations can effectively improve the passive situationof private enterprise employees in the wage distribution system. Buildinggovernment-led tripartite coordination mechanism and solving the existing privateenterprise front-line workers, especially migrant workers with low-income and the largegap in private enterprise wage distribution, can promote an increase in private income ofworkers and maintain the stability of the private workforce and society, also conduciveto long-term stable development of China’s private enterprises.From the development of collective bargaining history, Western documents on thecollective bargaining system are divided into four stages. The first stage is the periodfrom the1970s to the1980s, the research of this stage focuses on collective bargainingwith the industry and the whole social development situation closely; The second stageis from the1980s to the1990s, Western collective bargaining began to decline, theresearch has focused on the analysis of the reasons for the decline of collectivebargaining; the third stage in the1990s and early2000s, the study turned to the analysisof economic globalization to collective bargaining; the fourth stage is the beginning ofthe21st century so far, Western scholars have been searching for the way of tradeunions to deal with the impact of globalization.The study of collective wage bargaining in domestic start later, in recent years,under the Government strongly supports, the collective wage bargaining system becamelarge-scale implement. The related research is also increasing, mainly in the law,economic and social security, focused on definition, formation mechanism and theaction of trade unions.In this paper, learning and thinking the collective bargaining experience of foreigndeveloped capitalist countries, by reference their experience, analysis the success casesof the collective wage negotiations in China, through the evolution of this systemabroad and our implementation result, then depth analysis of the factors restricting ourcollective wage consultation system, measures to break these constraints in order toestablish government-led, system of collective consultation on wages in line withChina’s national conditions.As our country’s collective wage bargaining system is still in the pilot phase, themeasures of the supporting system is not perfect, so it appears variety of issues in actualoperation, such as entrepreneur do not match, trade unions do difficultly, which lead tocollective bargaining for wages in private enterprises difficult to implement. How toprotect the interests of the consultation and achieve real equality, are remaining to befurther research and discussion.
