Analysis On The Moderate Scale Management Of Rice Family Farms In Yanbian

Since the Central Committee’s Document No.1 for 2013 proposed to develop the family farm for the first time, the family farm developed rapidly all over the country, improved the efficiency of agricultural production, promoted the development of agriculture. The family farm becomes the development direction of China’s agriculture.Yanbian began to explore "the professional farm" since 2008, after years of development, and has made outstanding achievements in promoting the development of Yanbian agricultural organization and the intensification of agricultural modernization with strong practical significance.With the continuous expansion of the land scale, various production factors of the agriculture are increasing and agricultural production has decreasing returns to scale, resulting in a variety of non-economic issues of agricultural production and reducing the efficiency of agricultural production, agricultural production and therefore the need to develop the appropriate scale management. Therefore, the agricultural production requires the moderate scale management. China’s 13th Five-Year Plan has proposed "to promote agricultural modernization", which explicitly states that the "developing the moderate scale management".Yanbian region is located in the Changbai Mountain area, and its unique natural environment provides excellent conditions for the rice cultivation. "Yanbian rice" is one of the representative and special products in Yanbian, and rice family farms are an important part of the family farms in Yanbian. This paper takes the rice farms in Yanbian as the research object, introduces the research background, purpose and relevant research, and analyzes the current situation of rice production and rice family farms in Yanbian. Based on the theory of urban-rural development and economies of scale, this paper analyzes the comparative revenues, measures the rice cultivation moderate scale under the perspective of urban-rural development; Using DEA model, this paper analyzes the management benefits of 51 rice family farms which are investigated, and measures the range of moderate scale management. After analysis, this paper states that the range of moderate scale is about 2 hectares for farmers who are decentralized management in rice cultivation and it can make farmers to full use of family labor; the range of moderate scale is about 10 hectares for rice family farms which use family labor and hire labor properly; the range of moderate scale is about 36 hectares for large-scale rice family farms which introduce social productive resources properly, and it help to form "larger and specialized households", upgrade the industry level of rice farming,and strengthen the organization of rice cultivation.Based on analysis conclusions, combined with field researches and Yanbian actual situations, this paper analyses six effect factors including land, hired labor, quality of managers, financial support and so on which influence the moderate scale management of rice family farms in Yanbian and proposes appropriate countermeasures to promote the moderate scale management of rice family farms in Yanbian.
