Study On Moderate Scale Management Of Grain Production Family Farm In Changchun City

Since the reform and opening up,Chi na’s agriculture has undergone earth shaking changes,the output of agricultural products and farmers’ i ncome have been greatly improved.However,there are more and more inadapta bility between the decentralized and small-scale management and the social and economic development,which can not meet the needs of farmers’ i ncome growth,which has brought great challenges to the agricultural development in China.It has become an important issue to change the mode of agricultural management and innovate the organi zation of agricultural production.In 2013,the No.1 central document put forward the transformation of agricultural production and management mode,and promoted the scale,specialization and standardization of agricultural production and operation.The first time family farms were included i n the category of new agricultural management entities.In recent years,central document 1 has encouraged family farms to develop family farms on a moderate scale.From the development experience,family management is the most reliable form of agricultural production organi zation which has been tested by practice.Family farm can not only give play to the advantages of traditional fami ly ma nagement,but also conform to the development direction of modern agriculture with standardi zation,specialization and standardi zation.However,the bigger the fami ly farm is,the better it is,and the optimal efficiency can only be achieved with a moderate scale of operation.Therefore,it is necessary to explore the appropriate scale of family farm to promote the healthy development of family farm.Based on the theory of scale economy,this paper discusses the appropriate management scale of grain production family farm i n C hangchun from the perspecti ve of lower limit of scale,average cost profit and production efficiency(based on DEA model).The results show that among the 39 family farms,24 households are i n the stage of increasi ng returns to scale,a nd 11 households are in the stage of constant returns to scale,and the values of technical efficiency,pure technical efficiency and scale efficiency are all 1,which can be considered as moderate scale.Combined with the analysis of the lower limit of family farm scale and average cost profit of i ncome standard,this paper considers that the appropriate scale operation scope of grain production family farm i n C hangchun is about 400~ Considering the situation of the farms involved i n the survey,the land scale of most farms still has room for expansion.Therefore,we should adjust the factor input,further i ncrease the input,expand the scale,and maximize the benefits.Finally,based on the results of field investigation and data analysis,SWOT analysis method is used to analyze the appropriate scale operation of grain production family farms in Changchun City.It is found that the current main problems of grain production family farms in Changchun mainly focus on land,labor force,the quality of operators and social services.Therefore,from the aspects of land input,labor input,operator quality and social service improvement,this paper discusses the main factors affecting the operation efficiency of grain family farms i n C hangchun,and puts forward countermeasures and suggestions to promote the healthy development of grain production family farms in Changchun.
