As an agricultural country, China, has a big population,the problem of agriculture, rural areas and farmers has been always the focus attention of the government’s work, and to develop agricultural production, to improve agricultural productivity and increase farmers’income, to ensure food security are important goals of China’s "three rural" work. Since the household contract responsibility system practiced in rural areas in China in 1978, great changes have taken place in rural production relations, effectively solved the collective land management in the various problems such as poor regulation and no enthusiasm, showing great economic and social benefits. However, with the development of modern society, the existing small-scale peasant mode of production is also increasingly showing some limitations, hindered the transformation of traditional agriculture to modern agriculture. Because of the small farmers land scale and land block finely seriously, advanced agricultural technologies’implementation has become difficulty. Backward production technology and production methods, causes agricultural higher cost, then affect agricultural production and less farmers income, which is not conducive to the healthy development of agriculture. At present, to solve agricultural development bottleneck, therefore, is to expand the production scale moderately, cultivating and developing the new type of agricultural management main bodies, such as the family farm and grain large scale operation, make up that agricultural economy has a new step and promote the development of social economy.Hubei province, as an important province of agricultural production in our country, attaches great importance to the development of the family farm. For the purpose of regulating the registration standard of the family farm in Hubei province, guiding the construction of the family farms’development, in July 2013, the agriculture department of Hubei province, the provincial industrial and commercial bureau jointly issued "the opinions about to do well the registration management of the family farm", family farm has entered a new round of rapid development, accelerated significantly. Tianmen city’s development of the family farm, however, did not recover, mostly spontaneous, empirical formula, and lack of scientific guidelines and moderate scale of consciousness, Tianmen city also does not have a suitable management system for the registration of a local family farm, which make the most of family farm’s the establishment and development, operation and management have the serious blindness, there are also a significant part of the family farm without registration, Tianmen city, for the family farm management still exist many problems. Therefore, this article through to spot investigation, Tianmen city, understand the development status of the family farm, to analyze its production characteristics, analyze the problem of restricting its development, at the same time using Cobb-Douglas production model of Tianmen city family farm food management of moderate scale to measure, provides reference for the development of moderate scale. In this paper is divided into five parts:The first part is the introduction of this paper, introducing the research background, the article’s main research contents, ideas and the researching methods and technical route, and possible innovations and shortcomings of this article.The second part expounds the meaning of the family farm, moderate scale management and relevant theoretical foundation, such as, agricultural production function, scale economy and the opportunity cost theory, introduces the domestic and foreign research status and achievements on this paper’s selected topic and then gives a brief review, providing theory support for empirical analysis model selection of the fourth part.The third part mainly introduces the general situation of the regional Tianmen city and agricultural production conditions briefly, and then discusses the basic situation and the main problems of family farms’development in Tianmen city, and has a comprehensive analysis of characteristics of the family farm about the characteristics of family farmers, agricultural land management scale, the mode of operation, capital input and output, etc, through the sample survey data.The fourth part of Tianmen city family farm food moderate scale has carried on the empirical research. Using C-D production function, build up the moderate scale model, thus the family farm of Tianmen city moderate scale to measure, and evaluate the measured results for analysis.The fifth part is the research conclusions and policy recommendations. According to the analysis of the second, three, four parts the conclusion of this article summarized the research conclusion, and according to the development of Tianmen city family farm the existing problems and put forward the following countermeasures:1, perfecting the land circulation system;2, perfecting laws and regulations and norms to guide the development of the family farm;3, improving the quality of the family farmers;4, reasonably choosing family farm scale, improve land using efficiency;5, improving the social service system construction.
