A Preliminary Study On The Macro Quality Safety Management System Building For Import And Export Commodities

Since the reform and opening up over the past thirty years, the export-oriented economy of our country has been seen a rapid development with its deeper integration into the economic globalization. The responsibilities for the inspection and quarantine department to guard the country have grown to a higher level. However, the ill-adaptation of the running quality safety management system for the import and export commodities with the requirements of commodity development in the new period has become more and more serious. The running system is criticized by people more and more often. It is now recognized by the whole inspection and quarantine department up and down that a deepened reform is urgently needed.Guided by the quality management theory, the co-governance theory and the external influence theory etc., this paper analyzes current situation of the quality safety management for the import and export commodities of our country and to point out its insufficiency. By comparing with the commodity safety supervision and management system of import and export goods in other countries, it proposes the following suggestions to systematically build up a proper macro quality safety management system for the import and export commodities. It suggests building up a “3+11+15” macro quality safety management frame for the import and export commodities by following the idea of “one target, two thinkings, three main bodies, five principles”, making the work system in the core and supported by the resource guarantee system and the performance evaluation and feedback system.
