| Industrial transformation and upgrading is an inevitable choice for a country’s economic development to a certain stage. It has proved that industrial transformation and upgrading can make the regional economy sustainable, rapid and healthy, especially for underdeveloped regions, which is the implementation spans type development the key. At present a new round of technological revolution and industrial revolution is rising, and international industry development presents new changes and new trends.Such as a new generation of information technology, intelligent manufacturing, new energy, new materials and other emerging industries develop rapidly, industrial integration is accelerating, a large number of new formats and new models are emerging. For China, in the low end of the global industrial chain, it is both an opportunity and a challenge. Giving impetus to industrial transformation and upgrading is an inevitable choice for China to seize the commanding heights in the new fields of development and to speed up the process of industrialization in a new round of industrial revolution. Now, China’s economic development has entered the new normal, and the industry development pattern, excessive dependence on resources and energy, has been difficult to sustain because of environmental bearing force constraint. Based on low factor cost the industry competitive advantage is gradually lost. In addition to the influence of the policy of stimulating domestic demand, labor wages rise, energy-saving emission reduction, the competition intensified factors, industrial transformation and upgrading is imminent.Jingzhou, is an important base for light industry in central china, which once ranked second in Hubei’s economic aggregate and made important contribution for the development of Hubei’s economy. However. Jingzhou has lagged behind in the reform and opening up 30 years of development of the golden age. In 2000. Jingzhou city’s GDP accounted for the proportion of GDP in Hubei Province for 7.34%, down to 5.41% in 2014, indicating that the old economic growth mode relied on resources, raw materials, labor, and other production factors input has not adapted to the current development. To reshape the past glory and promote the revitalization of Jingzhou, accelerating the transformation and upgrading is urgent. At the same time, Jingzhou ushered in a new round of development opportunities period. Favorable policies, such as Yangtze River economic belt, Dongting Lake Ecological Economic Zone, middle reaches of the Yangtze River city group, old industrial base adjustment and transformation, Strong waist engineering, national undertaking industrial transfer demonstration area construction, and traffic advantage further highlight and mass consumer demand pulls to upgrade, which provide favorable conditions of Jingzhou’s industrial restructuring and upgrading.Taking Jingzhou as the research object, this paper follows the research idea of "theoretical research-case analysis-countermeasure research", and focuses on the mode of industrial transformation and upgrading and the countermeasures. This paper firstly summarizes the related theory of industrial transformation and upgrading. Secondly, the current situation about the industry development of Jingzhou were analyzed, using the shift share analysis method for the quantitative analysis on the evolution of the industrial structure of Jingzhou during 2004-2013, summed up the existing problems in the industry development of Jingzhou.Then,the typical areas of industrial transformation and upgrading of the successful practice are used for reference, based on the analysis of SWOT, it is concluded that the model of the industrial transformation and upgrading of Jingzhou:"point (enterprises)-line (chain)-plane (Industrial Park or zone)-domain (regional brand)" industrial cluster model.At last, on the basis of the above analysis, some countermeasures and suggestions to upgrade the industry of Jingzhou are put forward. This paper mainly consists of six chapters:The first chapter is the introduction.This paper elaborates the selected topic background from three aspects international industry development new changes and new trends, self-development of China’s economic growth stage change new requirements of Jingzhou, and also analyses the significance from the perspective of the theory and practice. This paper summarizes and reviewed the present research situation of domestic and foreign industrial transformation and upgrading, determines the research contents and research methods, then put forward the innovation of this paper.The second chapter is the theoretical basis of industrial transformation and upgrading. The theoretical basis of research is the industrial structure evolution theory, industrial gradient transfer theory, industrial correlation theory, industrial cluster theory, sustainable development theory and other related theory.The third chapter mainly analyzes the current situation of the development of industry of Jingzhou city. Firstly, it analyses qualitatively three times the industry status of Jingzhou City. Secondly, it analyses quantitatively the industrial structure evolution characteristics of Jingzhou City in 2004-2013 using shift share model. At last, it finds out the problems existing in Jingzhou City industrial development on the basis of qualitative analysis and quantitative analysis.The fourth chapter discusses the upgrade mode choice of industrial transformation in Jingzhou City, which is one of the focuses of this paper. First of all, through the analysis of domestic typical urban and regional industrial transformation upgrade mode such as Chicago" industry diversification" model, London" industry update" mode, Singapore" high-end industry "model and Jinjiang "industrial cluster" mode, this paper summed up the inspiration for the city of Jingzhou. Followed by the use of SWOT analysis method analysis industry transformation and upgrading of environmental of Jingzhou City, this paper summed up industrial restructuring and upgrading mode in line with the actual situation of Jingzhou:"point (enterprises)-line (chain)-surface (Industrial Park or zone)-domain (regional brand" mode of industrial cluster.The fifth chapter focuses on countermeasures of industrial transformation and upgrading of Jingzhou city. Combination of the problem of Jingzhou industrial development and the experience of domestic and international industry transformation and upgrade, this paper proposed the countermeasures and suggestions on Jingzhou City Industry Transformation and upgrading from the following aspects:giving full play to the role of market and government, adjusting and optimizing the industry structure, fostering the growth of industrial clusters, high level to undertake the transfer of industries, vigorously developing the green industry, attention to personnel training and the introduction of etcin order to achieve Jingzhou economic soar again and sustainable development.The sixth chapter is a summary of the full text. The main conclusions are as follows:first, the industrial transformation and upgrading is the inevitable choice to achieve economic take-off in Jingzhou. Second, Jingzhou has laid a good foundation for industrial transformation and upgrading. Third, the "point-line-Surface-domain" industry cluster model is currently in line with the actual situation of Jingzhou. |
