| Under the new normal,China's economic development has changed from a high-speed growth to a medium-high-speed growth,the industrial structure has been constantly optimized and upgraded,and the mode of economic development has further transformed,which is shifted from factor drive and investment drive to innovation drive,and some uncertainty risks become dominant.In addition,due to the overcapacity,a large number of new industries have emerged,the transformation and upgrading needs to be accelerated urgently for traditional industries.Xiangcheng County is convenient in transportation and rich in resources,but in the comparison of the economic indicators of surrounding counties and cities,the ranking is lower,which does not reflect the pioneer in the region.Under the background of the new normal,the original economic development mode of Xiangcheng County by relying on the resources and elements has been unable to adapt to the current development.It is urgent to innovate the development model and seek new economic growth points.Regarding the realization of the sustained,rapid and healthy economic development of Xiangcheng County,the industrial transformation and upgrading is one of the core content.In this paper,Xiangcheng County is taken as the research object,along with the ideas of theoretical study-case analysis-countermeasures and suggestions to carry out research on industrial transformation and upgrading,and the research methods combined with literature analysis,qualitative and quantitative research and SWOT analysis is adopted.The main tasks are as follows:(1)The related literatures of industrial transformation and upgrading at home and abroad have been summarized and combed;the related concepts of the new normal and industrial transformation and upgrading have been defined;the related theories of industrial structure evolution,innovation drive,industrial layout optimization and industrial cluster,etc.have been analyzed synthetically;and the domestic and foreign regional industrial transformation and upgrading experience has been summarized.(2)The present situation of industrial development in Xiangcheng County has been analyzed qualitatively,and the relationship between the three industrial output values and economic growth in Xiangcheng County from 1978 to 2015 has been analyzed quantitatively by building a multivariate regression model.The problems in industrial development have been summarized as follows: the industrial structure is unreasonable;the level of industry is not high;the ability of science and technology innovation is not strong;and the contribution to economic development is low.(3)The SWOT analyzation has been made for the conditions of industrial transformation and upgrading in Xiangcheng County;and the internal conditions of industrial transformation and upgrading in Xiangcheng County such as convenient location and transportation,resource endowment and good industrial foundation have been discovered;and at the same time,the national and regional strategies such as “The Belt andRoad Initiative”,“Internet +”,“building a strong network power”,“Central Plains Economic Zone” and “New Urbanization” have also provided external opportunities for the industrial transformation and upgrading of Xiangcheng County.(4)Using the experience of industry transformation and upgrading in Tongling City for reference and combining with SWOT analysis,a new model of “2 + 3 + 4” industrial transformation and upgrading suitable for Xiangcheng County has been put forward,that is,the mode of “Internet +” combined with industrial cluster: two platforms,three carriers and four industrial clusters.(5)Finally,combining with the problems which existing in the industrial development of Xiangcheng County,using the experience of industry transformation and upgrading at home and abroad for reference,the countermeasures of industrial transformation and upgrading in Xiangcheng County have been put forward from four aspects of the optimization of industrial structure,the implementation of innovation drive,reasonable industrial layout and undertaking the industrial transfer,in order to realize the rapid and healthy economic development of Xiangcheng County. |
