Under this background, the development of state-owned enterprises is facing serious challenges and crises due to the restriction and restriction of the system. On the basis of the reform of state-owned enterprises, but also need to strengthen the management of personnel. Especially for local state-owned enterprises, in the competitive ability, competitive mode and the central state-owned enterprises have a certain gap, but also should strengthen the management of all aspects. For middle-level cadres and its ability of high and low, for post can competent, for enterprise strategic decision and development has important influence, has an important position in the enterprise management activities, middle-level cadres competency in the corresponding. Therefore, it is the key factor to the development of the local state owned enterprises to study the evaluation of the middle level cadres’ competency of the local state-owned enterprises, and to realize the optimization of the human resources.The local state-owned enterprises as the object of study, to state-owned enterprise middle-level cadres competent issues related to the evaluation of the ability were studied. Under the premise of the analysis of the relevant background and significance, to the competency model theory based, the local state-owned enterprises middle-level cadres competency capacity evaluation are analyzed.
