Optimization Of The Black Fungus Industry Chain Of Zhalantun City In Inner Mongolia

After the implementation of Natural Forest Protection Project, the development of forest region has been confronted with severe tests such as the decrease in forest products and the increase in surplus laborers, therefore, how to transform the economic development pattern has become a top priority of the development of the forest region. The accessory products of the forest resources are exploited widely to creat not only considerable economic benefit, but also to absorb a large number of surplus laborers. It has more importantly economic and social effect on the development of forest region as well as society.This paper starts from descriping the black fungus which is the one of the forest products with the unique features. Based on the theories of the Industry Relevance, Value Chain and Industrial Chain Optimization and the method of data envelopment analysis, it makes an emphatically analysis on the production efficiency of black fungus produing at the 11 villages and towns of Zalantun City in Inner Mongolia. After that analysis,it finds the returns to scale of some villages and towns’black fungus production in Zhalantun City are increasing but the comprehensive efficiency are invalid. What’s more, the production factors distribution in some villages and towns is not reasonable as well as redundand in the working time and cost of inputs. At the same time, there are some other problems such as imperfect infrastructure, lagging production technology, lower quality of the products, insufficient capital investment, disadvantage processing pattern, less intensive processing enterprise, less suitable marketing about sales mode, product brand and so on.It puts forward some proposal for soving the above mentioned questions and improving the local blace fungus industry by some specific measures included as Speeding up the construction of supporting facilities、Improving product quality、Increasing scientific research investment to cultivate leading enterprises on the development of deep processing、expanding the market and optimize sales channels etc.. Extension, integration and upgrading of Zhalantun City’s black fungus industry chain by all strength, common development to realize the sustainable development of the black fungus industry in Zhalantun City.
