Performance appraisal is an effective tool for business management. Job performance of each employee is the effective guarantees for enterprise business to achieve favorable business performance, therefore more and more modern enterprise have increasingly recognized and begin to implement performance appraisal jobs. In order to achieve its strategic objectives, S company has been very concerned about human resource management, explore and strengthen company’s performance management, so it has achieved some success on organizational performance, but its staff performance appraisal still far behind the ideal target.1. This paper finds the staff performance evaluation methods applied for S company which set theoretical basis for this paper, through the introduction of the history of performance at home and abroad, elaborate the concept of performance appraisal and the analysis of the performance evaluation methods which are currently common used.2. This paper analyzes S company’s existing professional and technical personnel performance appraisal system and find the following problems and causes, including:the overall strategic development objectives are not unified with the company’s employees performance assessment indicators; the object of performance appraisal and assessment time are unreasonable, they will affect the accuracy of the results; the results of the performance evaluation lack of feedback mechanisms and can’t be effectively used on other issues. These problems will affect the company’s current strategic development and transformation requirements.3. This paper perfect designs S company’s professional and technical personnel performance appraisal system, analyzing the company’s overall strategic objectives from four dimensions, and finally forms the company’s KPI; this paper has achieved the professional and technical personnel’s KPI in project by decomposition; through designing attitude and ability index of professional and technical personnel’s, and ultimately get the professional and technical personnel performance appraisal form.4. In order to ensure the smooth and effective running of the new performance appraisal system, the paper set the corresponding security measures for the new system. The performance improvement goals will be achieved by providing a feedback mechanism.
