| The essence of enterprise administration is manpower management, of which the key point and basis is performance appraisal.For a company, technical innovation and advancement are basic factors to enhance competitive abilitity and keep sustaining development. How to appraise work ability, stimulate potential and develop intelligence, increase work achievement of professional technical personnel, as the main force to promote initiative and improvement, by supervising their performance is the most concerned issue for administrator level of many companies.In this context, this paper designs a set of managing and appraising system specially applied to professional technical personnel theoretically based on 360°performance appraisal system by combining current situation of the company author belongs to (Silicon Cold Rolling Mill of Tai Yuan Iron and Steel (group) Co. Ltd), which combines quantitative and qualitative indices together trying to reach omni-directional appraisal of personnel in various perspectives, aims at encouraging and pushing forward the ability and potential development as well as upgrading achievement of technical personnel so as to make company management improved continuously and more competitive.This paper focuses on the following key points:1. Defining appraising purpose of technical personnel based on actualities;2. Professional technical post analyzing;3. Performance management and appraising methods as well as dimensions designing;4. The setup of performance management and appraising indices system.5.
