Research On The Support Policy Of Photovoltaic Power Generation In Gansu Province

In response to the global financial crisis and the environmental crisis, photovoltaic power generation has become an inevitable choice for the current new energy development of China. In this context of domestic macroeconomic developments, Gansu Province makes full use of natural resources to develop the PV industry, in order to seize the historical development opportunity and develop the photovoltaic industry vigorously. But because of the features of large capital investment in earlier stage and high technology-intensive level, Gansu PV industry development has to rely on the strong policy guidance and protection. Under the guidance of the national policy, Gansu Province has developed a series of industrial policies of photovoltaic power generation, and has been formed a photovoltaic industry supporting policy system, made by Gansu provincial government and relevant departments, and subordinate district(city), state, county, township and other administrative authorities of Gansu Province. However, there are still many problems in Gansu PV industry, such as the staying high cost, the shortage of photovoltaic elimination assimilative capacity, the serious "abandoning power" phenomenon, the difficulty to implement a large number of national supporting policy, the difficulty to upgrade photovoltaic power generation industry, the inadequacy of professionals reserves, the difficulty to advance photovoltaic poverty reduction project, the serious deficiencies of local photovoltaic manufacturing in Gansu Province and so on. Therefore, it has become the core issues to accurately diagnose the problems and find the improve ways, namely how to take advantage of policy guidelines and safeguards, in order to achieve sustainable PV industry development in Gansu Province. Based on information transfer theory and public policy analysis theory, This paper has found existing problems of unclear policy needs, lacking in policy persistency, fragmentation of support policy system, and insufficient guiding spirit. According to the theory of the Government public policy acts, this paper has proposed the root causes of the problem:national policy flaws, logic differences in different levels of government support, and the complexity of the need for PV industry support policy. At the end, the paper puts forward recommendations for the support policy of PV industry in Gansu province based on international experience.
