| Regional coordinated development can promote the reallocation of regional resources and is an important measure to adapt to the current international and domestic situation.China has always attached great importance to the coordinated development of regions.There are four major regional unified markets: the Yangtze River Delta,the Guangdong-Hong Kong-Macao Greater Bay Area,the Beijing-Tianjin-Hebei Region and the Chengdu-Chongqing Twin City Economic Circle.As an important platform for the development of western China,Chengdu-Chongqing region is the strategic support of the Yangtze River Economic Belt and an important demonstration area for the promotion of new-type urbanization.Especially after the proposal of the Chengdu-Chongqing dual-city economic Circle,The Communist Party of China and the People’s Government have placed high hopes on the development of Chengdu-Chongqing region.However,at present,the situation of unbalanced and inadequate development in Chengdu-Chongqing region still exists,the trend of backward development of Chengdu and Chongqing has not been fundamentally changed,the homogenous competition,especially the industrial homogeneity,is still very prominent,and the problem of "central collapse" in the economic volume has not been solved.How to avoid vicious competition,promote the coordinated development of high quality in Chengdu-Chongqing region,and then promote economic development,has become an urgent problem to be solved in reality.Focusing on the regional coordinated development,this paper selects the Yangtze River Delta region,which has the highest level of regional integration in China,as the reference object,and conducts a comparative study with the Chengdu-Chongqing region,which is newly entering the regional unified market.Firstly,it makes a detailed comparison and analysis of the policy background of the Yangtze River Delta and Chengdu-Chongqing region,and master the influence of the domestic and international situations of the two regions.Then we collected the policy texts related to regional cooperation issued by the two regions at the central and provincial levels.Firstly,we made a statistical discussion on the hot topics of all the policy texts from the surface,and then carried out a statistical analysis on the release time,quantity and institution from the external structural attributes of the policy.Then,select the representative policy texts jointly released by multiple regions,build the analysis framework of "policy tools-functional domain-time series",use the Nvivo software to identify and classify the policy tools adopted by them,gradually focus on the surface,line and point,and investigate the evolution process of regional coordination policies in the Yangtze River Delta and Chengdu-Chongqing region.This paper reveals the differences between the Yangtze River Delta and Chengdu-Chongqing region in terms of the supply of regional coordinated policies,the hot topics and the use of policy tools,takes the Yangtze River Delta region as a reference,provides experience and reference for the regional coordinated development of Chengdu-Chongqing region,and puts forward policy suggestions.Through research,this paper sorted out the quantitative analysis conclusions of policy literature from the central level and provincial and municipal levels,and also elaborated the quantitative analysis conclusions of regional cooperative policy content.Based on the conclusion obtained,five policy suggestions are put forward for the coordinated development of Chengdu-Chongqing region.First,improve relevant laws and regulations and increase the supply of coordinated policies.Second,create a healthy competitive atmosphere to stimulate the vitality of secondary cities.Third,we will work hard to seize international and domestic opportunities and accelerate the building of a double cycle.Fourth,we will improve demand-oriented policy tools and guide the participation of market entities.Fifth,improve institutions and mechanisms to make policies more binding. |
