In 2015, The State Council and the National Development and Reform Commission released a number of documents on further deepening the reform of the power system. These documents explicitly pointed out that orderly’the competitive prices would be orderly deregulated’,’the power selling market would be open to social capital and the market competitors would be cultivated by various means’,’the power selling market reform and the electricity price reform should be coordinated’.The content about the release of the sale side in these documents becomes the highlight drawing attention. After the release of the sale side market, many electricity supply companies will be established. Then, how to make reasonable sales price mechanism and adapt to new power sales market environment is the first issue that the electricity supply companies have to think.The real time pricing mechanism is a new pricing mechanism while the price varies with time. It can lead users’load response via price signals and encourage users to consume electricity in the trough period and increase the system load rate. It can also reduce the user’s electricity bill and improve the energy utilization efficiency. The electricity supply companies have to formulate reasonable sales price mechanism to adapt to the competition based on different scenarios. And the real time pricing mechanism brings new opportunities for the companies to gain competitive advantages and maximize their social value. Thus, the real time pricing mechanism has important research significance. Based on the analysis of domestic and foreign scholars on the demand response and real-time pricing mechanism, this paper studied the basic theory of electricity price and analyzed the response characteristics of typical user’s electricity demand. Further, a real time electricity pricing model based on demand response was established and a real time electricity pricing mechanism under the condition of the sale side release is proposed. Then, through the simulation analysis, this paper contrasted the interest changes of different typical users under real time electricity price mechanism and under traditional electricity price mechanism. The simulation result verified the rationality of the real time electricity pricing mechanism under certain conditions. Finally, this paper proposed the implementation and popularization scheme of the real time electricity price mechanism for different typical users.
