Rapid development of economic society accelerates the rapid increase of energy demand. With the increase of energy consumption, energy resources are becoming depleted, the biochemical environment continues to deteriorate, together with other issues, they affect the development of human society, and remind us to strengthen the development and utilization of energy and the rational distribution of resources. Power is a clean and environmentally friendly energy source, to meet the needs of the society while achieving the purpose of protecting the environment, improving energy efficiency can reduce the need for fossil fuel resources. Since electricity is the basic industry, with the promotion of electricity market reform, in the future electricity price system adapted to different developing stage will be increasingly perfect. In the case of developing electricity market, to promote safety operation and efficient utilization, the state proposes the construction of safe and reliable, cost-effective, environmentally friendly and effectively interacted Smart Grid. To achieve orderly electricity consumption and demand side response, in construction of "strong Smart Grid", electricity price system adapted to the development of smart grid can ensure the sustained and rapid development of power market.Based on the analysis of Smart Grid and real-time pricing mechanism of domestic and foreign scholars, combining with the basic theory of electricity and user response characteristics, this paper designs user real time pricing mechanism under Smart Grid. In a case study of an industrial area, it analyses user real time pricing models under two electricity metering modes of completely real time pricing system and fixed ratio system, one of the models is a system of real-time electricity price model based on electrical load proportion, the other is two-part real-time electricity price model based on cost structure. We find that in the initial implementation of real time pricing model based on electrical load proportion, fixed percentage of electricity billing model can be taken, then completely pricing billing mode can be practised; real time pricing model based on cost structure can take fixed percentage of electricity billing model. Finally, according to the principles of real-time pricing implementation under Smart Grid, combining with research of supporting infrastructure, this paper presents implementation and promotion plans of real time pricing in preliminary, comprehensive upgrade and mature stage of Smart Grid.In short, this article analyses user real-time pricing mechanism under Smart Grid, and provides some reference for the future real-time pricing mechanism in China.
