Study on supply chain logistics ability, determining the concept, characteristics and component factors of logistics ability, and corresponding evaluation and optimization research have significant importance in improving response ability, total inventory and cost levels, efficiency, agility and flexibility of supply chain, and corresponding evaluation and optimization information system construction can provide decision-making facility for improving enterprises’logistics abilities. Research in this paper includes following parts:First, this paper analyzes logistics system structure, determines the concept of supply chain logistics ability by comparison with concepts of supply chain management, logistics management and ability.Second, this paper determines the component factors of supply chain logistics ability from aspects of supply chain system and abstraction, analyzes the evaluation of logistics ability, construction principle of evaluation index and constructs the evaluation index system; researches the ability optimization with node, route and network ability optimization analysis; describes the logistics information system with Internet+.Third, this paper analyzes Grey Fuzzy theory using in comprehensive evaluation of logistics ability, uses Entropy weigh method to determine the weigh matrix, constructs the comprehensive evaluation model, and example analysis verifies the model’s efficiency; using distribution center site selection as example to build the optimization model and adopts Floyd algorithm and Genetic algorithm to solve the model, final example analysis shows models in this paper are reasonable and efficient.Forth, this paper studies logistics capability evaluation and optimization system with system analysis, system module design and system structure design, analyzes the purpose, demand, feasibility, business flow and data flow of system construction, analyzes total system and subsystem design, and implements partial modules of the system.
