Energy is an important driving force of China’s economic development and electricity provides a strong guarantee for the rapid development of China’s economy. Our power structure dominated by thermal power plants, coal-fired power generation produces a large amount of pollutants emission to the environment, which requires us to conduct effective energy power systems planning with emphasis on emission reduction.The research study on the future development trend of energy and environmental protection problems in overall system, simulating the cost of energy saving and emission reduction of the power system, and applied it into the Henan province energy planning, using the interval uncertainty analysis method for energy, system uncertainty characterization, setting accounting methods and object of energy saving and emission reduction, and the simulation of different emission reduction scenarios were also analyzed.It mainly about the development course and the present situation of energy in power system, and through the research on the power consumption of the terminal branch (industrial consumption, residents living consumption etc.), further on Henan’s energy power industry status, problems and future development trend. Based on the environment the protection and restriction of policy two aspects, the research analyzes the future development problems of Henan province electric power industry. From the industrial structure, the electric power energy conversion, the electricity energy consumption as well as the end user consumption situation and so on, has analyzed the complex uncertainty relation and the future energy environment pressure in Henan province energy power environment system.The analysis showed that:under different emission reduction targets, different power conversion in the production of energy will change, the proportion of different expansion of the amount of electricity production and the corresponding cost will also change, too. In the pursuit of minimum system cost conditions, respond to different emission reduction targets, given the appropriate energy programming planning.
