With the today’s society rapid development, urbanization rate continuously improve, people’s demand for land is increasing, house sites and extensive use of it still exists, in order to solve these problems, the state issued the relevant policies, and the local for policy enforcement is also different, to make the transfer of land use right is more efficient, based on the experience of domestic transfer of use right of peasants’ residential base and foreign theory research, combined with the investigation of hubei enshi" a case study, and summarizes a viable path that how to improve the land resources use efficiency of farmers land use rights transfer.In this paper, the research methods are:literature research, empirical study method, questionnaire survey and case interview method, statistical analysis, exploring the method and so on, involving disciplines such as sociology, economics, management science.In this paper, first of all, through the collection of the literature to determine the research status of farmers land use rights transfer at home and abroad, refering the empirical study on the analysis of the big four guangdong, tianjin, chongqing, sichuan experience of housing land use right transfer.And then conducting the questionnaire survey and case interview method of the situation of transfer of use right of peasants’ residential base of enshi "field investigation, research using statistical analysis found that the enshi" the problem of transfer of use right of peasants’ residential base and the existing problems of analysis.At last, for problems in the transfer of use right of peasants’ residential base, through the stratification theory of sociology proposing the government management function in the homestead use stratified, absorbing the cause theorem of economics on the clear property rights, the government and decentralization and improving the system of trade and so on concrete implementation methods, the management incentive theory and the theory of separation of powers, to complete the safeguard mechanism in the transfer of use right of peasants’ residential base. The types, methods, and the safeguard mechanism of housing land use right transfer combining protect the interests of farmers and improve the efficiency of land use, promoting economic development of farmers’ land circulation viable path.
