Study On The Upgrading Of Industrial Clusters Based On The Co-Evolution Of "Government-Enterprise-Industrial Environment"

The rapid development of economic globalization, to a large extent, promotes the free movement of the variety of products and factors on a global scale. Industrial cluster is a regional industrial organization form, which is the core of regional and national competitiveness. Under the influence of the global economy, how to effectively promote the upgrading of industrial clusters has become an urgent problem to be solved. The resource integration capability of the enterprise is an important condition for the cluster to obtain sustainable competitive advantage, but it is difficult to survive and develop in the fierce global competition. Internal structural relationship between enterprises, local government and other organizations, as well as a cluster in which the industrial environment, have important influence on the growth of industrial clusters. The upgrading process of industrial clusters is the result of multi factors, such as industry, enterprise and its intermediate organization. among these, the role of local government is indispensable. Therefore, it is necessary to consider the interaction between the government and the enterprises, and pay attention to the role of the industrial environment.The co-evolution theory provides us a new perspective to study the upgrading and development of industrial clusters. In this paper, we firstly build a "Government Enterprise - Industrial Environment" analytical framework, define the concept of government, enterprise, industrial environment, and analyze the relationship between these. Secondly, with the help of the co-evolution theory, we build the framework of the co-evolution of industrial clusters based on the "Government - Enterprise - Industrial Environment", discuss the mechanism of "Government - Enterprise - Industrial Environment" co-evolution. On this basis, we analyze the ways and mechanism of industrial cluster upgrading from the local and global aspects. Finally, taking Wenzhou footwear industry cluster as a case study, study the role of "Government-Enterprise -Industrial Environment" in Wenzhou shoe industry cluster development and evolution process. And puts forward countermeasures and suggestions, and provides reference for other industrial cluster upgrading.
