With the continuous development of social economy, the world’s population has been increasingly growing, resulting in a rapid decline in resources, and the ecological environment has been seriously damaged, the traditional mode of agricultural production is unable to meet the requirements of sustainable development. Therefore, the term "alternative agriculture" began to appear, ecological agriculture gradually causes widespread public concern. At present, China’s agriculture development is experiencing traditional to modern transition, and in the process of rapid development, a series of problems and contradictions need to be resolved, in recent years, problems of China’s ecological environment agriculture began to gradually appear, the impact of global climate change, acid rain, soil erosion, desertification and a series of natural disasters and other disturbances on the steady development of agriculture caused a huge threat, coupled with the quality of the agricultural environment has also been affected by fertilizers, pesticides and other pollution problems, leading to agricultural environmental problems become increasingly evident. By establishing comprehensive evaluation index system of ecological agriculture, this article can provide decision reference for the development of ecological agriculture in Hengyang City, but also provides ideas for the development of ecological agriculture in other areas.Taking Hunan Hengyang ecological agriculture as the subject, hope that under the guidance of theory and practical achievement of the existing ecological agriculture development, author of this article carries out investigation and analysis of the historical and present situation of ecological agriculture development in Hengyang City, Hunan Province, to assess and forecast the ecological agriculture development situation in Hengyang City. In this article, analytic hierarchy process is adopted to establish target layer (A), criterion layer (B), index layer (C) evaluation system. Target layer (A) represents comprehensive development level of ecological agriculture in Hengyang City, layer B selects economic sustainability (B1), ecological sustainability (B2), social sustainability (B3) three indicators, layer C uses theoretical analysis method, combined with unique geographical location and cultural background of Hengyang City, selects 12 representative indicators, utilizes expert scoring method to determine each index weight, then uses multi-objective linear weight function method to get integrated evaluation value of ecological agriculture during 2003-2015 in Hengyang City and analyze them, with comprehensive evaluation value obtained, uses gray system prediction method to predict Hengyang ecological agriculture development in the coming years, proposes corresponding countermeasures and suggestions for problems encountered in the development of ecological agriculture in Hengyang.
