Evaluation Of Economic Development Performance Of Prefecture-level City In Shandong Province

The Government of Shandong Province is very focused on performance evaluation and hope to drive various departments, agencies to better serve the economy and social development by the examination. However, Shandong Province has not adopted policies on economic development of the prefecture-level city, but simply ranks economic strength by the level of GDP, it is a lack of government performance evaluation system. Then,economic development is a dynamic process system, as China’s eastern coastal province, Shandong is a economically strong and populous province, In the process of development, there have been such as uneven, unsustainable economic development problem, but these difficult issues cannot be reflected in the local economic development assessment of "GDP Heroes". Finally,Third Plenary Session of the party’s eighteen points out that we should correct the way of assess by economic growth performance, and pay more attention to employment, income, social security and other indicators.Therefore, to build a scientific and comprehensive economic development Performance Evaluation System to assess the Economic developments of 17 prefecture-level city in Shandong Province, is not only the perfection of performance evaluation system, but also help us to fully understand the economic development of prefecture-level city. Under this background, through reference to the existing literature, combined with the connotation of economic development performance, this article constructes the evaluation system include economic, social and ecological benefits of three categories of 20 specific indicators. First, collect the index data of 17 prefecture-level city to build global data table, use SPSS software to extract the Principal Component, compute scores and ranking it.By analysis of the economic development of comprehensive performance scores and rankings, we draw three conclusions. First, the prefecture-level city economic development ranking is very different compared with the "GDP Heroes". Second, the economic development performance of 17 prefecture-level cities have significant differences, including differences on the section performance and the volatility on the dynamic timing.Thied, the economic development performance of prefecture-level city showed an increasing trend. Then, chose the indicator data in 2014, calculate and rank scores of three secondary indicators.By the fully understanding the economic development performance situations of 17 prefecture-level cities of, combined with the assay results, this article propose suggestions to enhance the economic development performance, such as increasing labor productivity, improve energy efficiency and so on.
