A Research Of The Elderly Insurance Of Domestic Younger Generation Of Expropriated Peasants In Urban-rural Fringe

Expropriated peasant is the inevitable result of rapid industrialization and urbanization strategy, while the loss of useage rights of lands also mean the end of Expropriated peasants’ traditional elderly social insurance. Urban-rural fringe is a main area of expropriation, where live a large number of expropriated peasants, whose elderly social insurance starts transforming from family elderly insurance to social elderly insurance due to the urban-rural fringe’s close geographical location to downtown. China’s current expropriated peasants endowment insurance policy has a significant characteristics of fragmentation and regional,this is because each region has different levels of economic and social development, and therefore each region makes the expropriated peasants endowment insurance policies according to their own situation on the ground, The more representative of the "Chengdu mode", "Qingdao mode", "Chongqing Mode" and "Shanghai mode", these different expropriated peasant social security for the elderly played an important role in solving the pension problem of expropriated peasant.But there is a lack of national level unified elderly insurance design of expropriated peasants so that they are drifted away from the urban and rural pension system. The younger and the mid-age generation of expropriated peasants are in the intermediate stage of life, most of whom have lower level of scientific and cultural quality, being weak in professional and technical capacity. So it is difficult for them to obtain stable employment opportunities in the highly competitive urban labor market, except for land compensation income, which means they are weak in getting a sustainable livelihoods, therefore, they can’t afford to support the long-term pension costs. This paper takes the younger generation of a urban-rural fringe of the City of Shijiazhuang as example, analysing the existing expropriated peasants endowment insurance policies and their implementation in Shijiazhuang City, putting forward five problems including that the existence of irrational sources of insurance funding, low treatment standards, difficulty in linking up the expropriated peasants endowment insurance and old-age insurance for urban workers, irregularities in implementing the land expropriation policy and some difficulty in the process of executing employment policy and so on.And then on the basis of drawing upon experience form foreign land expropriation policy and domestic expropriated peasants endowment insurance, this article sums up strict land requisition system 、national Integrated pension system、Multi-level of the younger generation of Expropriated peasant’employment Reemployment、 protect the interests of Expropriated peasants four rewarding experience.And on this basis, this paper put forward our country should set up a unified architecture of expropriated peasants elderly insurance. Besides, this policy could be complemented with good land expropriation policy, some government measures of promoting younger expropriated peasants to get a job and other supporting measures, hoping to make some meaningful exploration to solve the problem of numerous expropriated peasants elderly insurance.
