With the accelerating process of industrialization and urbanization in China, large amounts of rural lands have been taken over for use. Relying on the monopolization of the land acquisition, the local governments take them over at low price, but sell them at high price to obtain enormous land appreciation income; At the same time large numbers of peasants have lost their lifeblood—Land. Once the peasants lost their land, they will lose the means of production, the sources of revenues and survival. Because most of the land acquisition compensation for the expropriated peasants is the disposable currency allocation which is much lower than necessary, the government has not carried on appropriate arrangements to safeguard the peasants' rights and interests. Moreover, under the current land policies and systems, the expropriated peasants are unable to enjoy the same social security rights as the urbanites, so the function that the family supports parents is weakened completely because of losing land. Thus, these expropriated peasants need more to rely on the social pension security system than other peasants. So, it is of important realistic meanings to analysis the difficulty and the feasible measures to the problems appeared during the process of the social pension security system's carrying out.Firstly, this paper analyzes the current land acquisition institution in China, points out that the current rural land property rights institution is unclear and indefinite, the land acquisition compensation institution is defective and the expropriated peasants have not got a proper arrangement, a large number of expropriated peasants are faced with the plight of "farming but no ground, work but no post, welfare but no chance". Secondly, by comparing and analyzing the advantages and disadvantages of various kinds of pension security modes and the allocation ways, the author argue that the government, collective and personal three sides participated and divided clearly tripartite responsibility in the social pension system as the basic model; Thirdly, this paper analyzes the necessity and the obstacle that the expropriated peasants participated in the mandatory social pension security system, concludes that setting up the expropriated peasants' social pension system is an effective way to ensure the expropriated peasants' livelihood. Finally, the author sets up the peasants' social pension system. This paper emphasizes the property characteristics of the land acquisition institution, the behavior of playing chess between the government and the expropriated peasants and the expropriated peasants' legitimate rights and interests during the expropriating course, especially analyzes the problem of how to set up the ways of the expropriated peasants' security system and have put forward the corresponding policies to them.
