The development of science and technology services, is the key step in the led industry, is the key step in leading industry upgrading, speeding up the depth of the fusion of science and economic development.This paper aims to research the level of science and technology service industry development in Jiangsu province, using the method of qualitative and quantitative analysis, analyzing the present situation of the development of science and technology service industry in Jiangsu province. Then it discusses the relevant theories and concepts of collaborative innovation and science and technology service industry, gives the analysis from the following aspects:At first, the author summarizes and reviews studies involving science and technology service industry, collaborative innovation and other related theories and literature research. At present, research on science and technology service industry is mainly concentrated on the concept, classification, characteristics and development model, as to collaborative innovation, literature mostly focus on qualitative research of its operation model and development mechanism, the role of collaborative innovation in science and technology innovation and industrial union increasingly highlight, so should pay attention to the study of cooperative innovation of science and technology service industry.Secondly, the author analyzes the present situation of the science and technology service industry, development of the collaborative innovation in Jiangsu province. The analysis of current situation of science and technology service industry in Jiangsu province is mainly from the policy environment, economic environment, infrastructure environment, input and output of scientific research environment aspects;Whiles the present situation of collaborative innovation development is mainly analyzed from colleges and universities, government and enterprise aspects.Once again, In order to explore the mechanism of evolution of collaborative innovation of science and technology service industry, the author builds the evolution of the service industry enterprise cooperative innovation of science and technology cooperation model, build the model of evolution enterprise cooperative innovation of science and technology service industry. On this basis, using the matlab software to simulate the different parameters on the influence of science and technology service industry evolution paths of collaborative innovation.Then, the author gives the empirical research Collaborative innovation and development of science and technology services in Jiangsu province, builds the index system from two aspects:comprehensive development level and the comprehensive development efficiency, and uses the principal component analysis and DEA method to evaluate.
