In recent years, the nation put forward the Strategy of Collaborative Development among Beijing(Jing), Tianjin(Jin) and Hebei(Ji). Under this background, the issues such as the collaborative development and collaborative innovation of Jing-Jin-Ji have risen to strategic level. This study was carried out in this background.Being an important boosting power of Jing-Jin-Ji collaborative development, the collaborative innovation in science and technology aims to fulfill regional collaborative development in science, break the barriers among the main bodies of scientific innovation, break the barriers of scientific system and mechanism, push forward deep cooperation and mutual support amount innovative main bodies in broad fields and at multiple levels, unleash the vigor of innovative elements, and push forward the development of regional science and technology towards a much higher level. The collaborative innovation in science and technology includes synchronization of industry-university-research, joint cultivation of talents, unification of technology market, scientific service and joint infrastructure construction etc. Meanwhile, the study scoping of Jing-Jin-Ji collaborative innovation also includes "Made in China 2025" strategy and "Innovation Driven Development Strategy" etc..Based on the definition of Jing-Jin-Ji collaborative innovation, this thesis dew on the developed countries, such as the U.S., the U.K. and the Germany’s experience in collaborative innovation of science and technology, and obtained relevant enlightenment. In Part III of the thesis, the author adopted empirical analysis on Jing-Jin-Ji collaborative innovation, and came to the conclusion that it has been developing smoothly, however, gaps exist in innovation resources and innovation outcomes among Jing-Jin-Ji. In particular, as the center of this regional collaborative innovation, Beijing has prominent advantages, but Hebei has been left far behind Beijing in terms of resources, capacities and outcomes of science and technology innovation.The Part IV of the thesis analyzed the main factors restraining the Jing-Jin-Ji collaborative innovation in science and technology. The overall disparity of science and technology development level and the obstructed intellectual property mobility, as well as the disparity of quantity and quality of innovative resources(e.g. talents) restricted the Jing-Jin-Ji collaborative innovation in science and technology. In addition, the supply and demand is not docking, which led to Beijing’s advantage in science and technology could not serve the region, and finally led to the low level of Jing-Jin-Ji collaborative innovation in science and technology. In response to the current status of Jing-Jin-Ji collaborative innovation in science and technology and the main factors restricting Jing-Jin-Ji collaborative innovation in science and technology, and in connection with the advance experience and enlightenment of the developed countries, the Part V of the thesis put forward countermeasures and advice, including strengthen the top-level design, establish innovative industry alliance, increase investment through activating capital market, make talents play a role in collaborative innovation in science and technology.
